2 Advisory note Deferring process local accessibility agenda
This proposal concerns postponing the process of the local accessibility agenda. Attached is a RIB to further inform the members of the council about the status of the local accessibility agenda.

3 Board proposal parking vision downtown Geldrop
In and around the center of Geldrop, 800 homes will be built in the coming years. Because there is not much space in the center to realize parking solutions in an easy way, parking plays an important role here. In addition to the new construction, there is even more at stake in the area of mobility. That is why the council wants a new parking policy for the entire municipality. The agency Spark Parking has been commissioned to support us in drafting a new parking policy for the entire municipality. Part of the parking policy is a parking vision for the center of Geldrop. In order to proceed with the developments in the center, we need this parking vision. That is why we asked Spark Parking to start working on it. On May 16, 2022 the parking vision is on the agenda of the committee Space. Mr. Pieter Delleman of Spark Parking will give a short presentation and then engage in conversation with the council members on the

4 Board proposal target group regulation
Many homes will be built in our municipality in the coming years. In order to ensure that there will be enough affordable housing for the intended target groups and remain so in the coming years, we want to draft a target group ordinance. Companen has been asked to support us in drafting a target group ordinance. On May 16, the target group ordinance will be on the agenda of the Space Committee. The purpose of the discussion is image-forming. Mr. Mattijs Letteboer of Companen will give a presentation to inform the council.

5 Advisory note on sale of land strip Mierlo
The new residents of the house have asked if they can purchase the land which is located on the front and side of the house.

6 Advisory note 220426 RIB NPO April.
Your college agreed to the Framework for Spending Municipal NPO Funds on December 20, 2021. Through the attached Council Information Letter - following your approval - the Council will be informed about the current status of the National Education Program. An important development within the NPO is that in recent months it has become known that the spending period of the funds has been extended to July 2025 (previously July 2023), this makes the interventions look differently.

7 Advisory note Residential organizer analysis
The municipality of Geldrop-Mierlo has started a process to arrive at a vision, assessment framework and implementation program in the field of housing and Health. Through a comprehensive analysis (conducted by consulting firm Companen) is the basis for the development of the vision.
The college decides: 1. to take note and agree with the housing analysis as a basis for the residential care vision; 2. to agree with the council information letter and the further planning; 3. to forward the council information letter to the council.
8 Advisory note on parking around Dorpsstraat/Hekelstraat
The former Johannesschool on the Dorpsstraat in Mierlo will be redeveloped. For the purpose of this development 8 parking spaces are required. In the purchase agreement submitted to the college today, it has been agreed with the developing parties that they will realize 4 parking spaces on the forecourt. The remaining 4 parking spaces to be realized as a result of the development will in that case not have to be found on their own site, but in the immediate vicinity in the public space. This proposal identifies the various options for expanding parking capacity as well as the various interests involved in the area.
The college decides: 1. to realize four parking spaces for the benefit of the development former Johannesschool on the parking lot next to Dorpsstraat 107. 2. To treat (plop) the 3 large valuable lime trees, which stand near the Johannesschool plot and give off honeydew for a certain period of the year, to eliminate the nuisance. 3. To install reference signs pointing to parking options to retail in the center (Dorpsstraat), in the approach route (at the traffic circle).
9 Designation of contact person Open Government Act
On May 1, 2022, the Open Government Act (Woo) will take effect. The Woo replaces the Open Government Act (Wob). This is a national development. All governments in the Netherlands will have to deal with the Woo. The Woo aims at a transparent and actively disclosing government. With this goal, the importance of openness of public information for the democratic rule of law, the resident, governance and economic development can be better served. As of this date, administrative bodies are also required under Article 4.7 of the Woo to designate one or more contact persons to answer questions about the availability of public information.
The College decides: 1.to take note of the entry into force of the Open Government Act (Woo) as of May 1, 2022; 2.to designate the legal controller and the trainee to be recruited as contact persons under the Woo.
10 Advisory note Mandate for data breach notification by Senzer
Granting a mandate for reporting data breaches to the Personal Data Authority and to data subjects.
The college decides to approve the granting of a mandate for reporting data breaches by Senzer.
11 Advisory note adopting sustainability note 2022-2025
Much is happening within the field of sustainability. These new developments call for an update of the municipal sustainability policy. Therefore, we have drafted a new sustainability memorandum. This new sustainability memorandum is in line with the most recent national goals. This also means that we review what we want our municipality to look like in terms of sustainability in 2050. Based on this we will determine what we need to achieve in the next four years to stay on track for 2050.

12 Council information letter "Progress on assignments future Hofdael"
This recommendation recommends that a Council Information Letter detailing the progress of working out the tasks formulated in the adopted council proposal "Future Hofdael" be sent to the council. This fulfills the commitment to send a progress report to the council after the first quarter of 2022.
College decision: - Agree to and adopt the Council Information Letter "Progress of assignments future Hofdael" - Agree to offer this Council Information Letter to the council.
13 Advisory Note Annual Enforcement Report 2021
The annual report is part of the enforcement policy cycle. It is a useful tool for reflecting on the results achieved, taking stock and making adjustments in the coming period on this basis.
The College decides: 1. To approve the 'Annual Enforcement Report 2021' 2. To inform the Council by means of the attached council information letter. 3. To inform the Province of North Brabant hereof.
14 Advisory note on ordinance funding pupil transport 2022
The municipal council has the legal obligation to adopt regulations for the funding of pupil transport. At the end of 2020, the VNG drew up a new Model Ordinance Funding Pupil Transport. From a legislative point of view, there was no reason to adjust the Model Ordinance Pupil Transport of the VNG. But the many developments since 2015 in the social domain, and specifically in appropriate education have ensured that both nationally and locally there was a need for a revision of the Pupil Transport Regulation.
The college decides to agree with the Regulation funding pupil transport municipality Geldrop-Mierlo 2022.

16 Advisory note adoption of 2021 annual report Permits
The annual report is part of the VTH policy cycle. It is a useful tool to reflect on the results achieved, to take stock and on this basis to adjust in the coming period. Beautiful results have -also in this particular year- been achieved, although we always strive to take the next step. During the delivery of the documents something went wrong in the case system, as a result of which this advice note was not placed on the agenda. Herewith retroactive adoption. The Annual Report has already been forwarded to the Province of North Brabant.

17 Advisory note Administrative accountability report ENSIA 2021
The WOZ is part of the system of basic registrations. For these registrations we are legally obliged to complete an annual self-audit via the Eenduidige Normatiek Single Information Audit (hereafter: ENSIA). This provides an overview of the municipality's information security and allows the board to better manage and account to the city council and other stakeholders. Information security is the set of measures, procedures and processes that guarantee the availability, exclusivity and integrity of information. As part of this self-audit, reports must be submitted to the college for approval. The WOZ will be part of ENSIA for the first time in 2021. The self-assessment assessment is attached as Appendix 1.
The college decides to approve the accountability report WOZ 2021.
18 Advisory Note Canon of Mierlo
Heemkundekring Myerle offers 10 companies the opportunity to present themselves in the 'Canon of Mierlo, un dörp mi pit', a sticker book published by Plus Mierlo in an edition of 2,000. There are no subsidy possibilities for the contribution of € 1,000.
The board decides that with the publication 'Canon of Mierlo, un dörp mi pit' the municipality can present itself as a connecting factor in Geldrop-Mierlo. This objective is also expressed in the text to be supplied.
19 Additional financial resources realization padel courts tennis club De Mast
In 2022, 2 padel courts will be constructed at Tennis Association De Mast. Initially, 100,000 was budgeted for the renovation of two tennis courts (that was the initial intention). On March 26, 2019, your college approved the realization of padel courts at sports park the Coevering. The cost of constructing the courts is higher than replacing two tennis courts. The association itself would like to contribute to the construction, but the offer is such that the association cannot pay all the additional costs. For several reasons that are explained in this proposal, we would like to meet the club's needs and pay a larger part of the bid. This proposal will clarify the reasons for this.
The college decides: 1. To agree to make an extra contribution of € 49,000 available for the realization of two padel courts at tennis club De Mast, and to activate this amount of € 49,000 by means of depreciation. 2. Make these funds available from the general reserve and include them in the first Interim Report.
20 Advisory note on sanctions policy
With the coming into effect of the Standardization of Legal Status of Civil Servants Act, the framework of possible disciplinary measures in the current collective bargaining agreement has lapsed. However, we do need a framework for imposing sanctions. To this end, we propose adopting a sanctions policy.
The college decides to adopt the sanctions policy.
21 Presentation Youth Council committee on Society May 17, 2022
Recently your council took note of the council information letter evaluation Youth Council (1154675). One of the follow-up steps from this is a presentation by the Youth Council in the Society Committee on May 17. During this image-forming session, the Youth Council will give a presentation on its status. The framework of the presentation is ready and will be supplemented in some parts with short texts and visual material.
The college decides to approve in outline the Presentation Youth Council Committee on Society May 17, 2022.
22 Presentation task-oriented work
As the municipality of Geldrop-Mierlo, we operate in a network society in which residents and organizations more often take matters into their own hands. The changing role of government in this society gives the municipal official a role of process director instead of problem solver. This requires a municipal organization that is transparent and responds quickly to new developments. This is why one of the five transition tracks in Geldrop-Mierlo is task-oriented working (see presentation Appendix 2 for further explanation). We would like to take the council on May 23 into the task-oriented work in Geldrop-Mierlo. We will present the connection between task-oriented work and the vision Geldrop-Mierlo 2040 and we will give an impression of our task-oriented work method. Finally, we give an example of a concrete assignment in Geldrop-Mierlo, the Coevering.

23 Views of city council budget 2023 ev GR Senzer
Every year, the City Council is given the opportunity to express its views on Senzer's draft budget and multi-year estimate. According to the regular procedure, the draft budget must be submitted to the province as financial supervisor no later than August 1, 2022. Prior to this, all municipal councils involved in GR Senzer are given the opportunity to submit an opinion. After handling and processing the
views of the seven municipalities, the General Board of Senzer adopts the definitive budget 2023 and multi-year estimate 2024-2026. A draft council proposal, draft budget and draft views is attached.
The college decides to offer the attached council proposal, draft budget 2023/multi-year estimate 2024-2026 GR Senzer and draft views to the Society Committee (May 17) and our City Council (June 7, 2022).
