Completion of feasibility study on flex housing Goorsedijk

On November 11, 2021, the Municipal Council of Geldrop-Mierlo adopted a motion around flex housing. The college of B&W subsequently decided to commission research into suitable locations for temporary housing in the municipality. On November 1, 2022, the Municipal Executive decided to conduct a feasibility study for three locations that emerged from this scan. An interim report was delivered in August 2023 (Interim Report on Feasibility Study Flex Housing Geldrop-Mierlo; June 21, 2023) after which the B&W Board took the decision to proceed with a feasibility study for one location, namely the Goorsedijk. This advisory memorandum sees to the completion of this feasibility study around the Goorsedijk. This advisory memorandum is presented to the college simultaneously with the advice on the spatial development perspective.

The college decides:
1. To take note of the advisory report " Feasibility study temporary housing location Goorsedijk Mierlo";
2. To decide that this completes the feasibility study;
3. To agree with the advice to draw up a spatial development perspective as a follow-up step in consultation with the residents and entrepreneurs in the Goorsedijk area and its surroundings.

Advisory note spatial development perspective Goorsedijk and surroundings

On the Goorsedijk and in the surrounding area there are various space claims and initiatives to which no cooperation can currently be granted. In order to grant cooperation to these various space claims and initiatives, a spatial development perspective (formerly: area vision) is required pursuant to the provincial Environment Ordinance. This advice note asks the college of B&W to agree to make a spatial development perspective for Goorsedijk and its surroundings.

The college decides:
1. To agree to draw up a spatial development perspective in consultation with residents and entrepreneurs in the Goorsedijk area and its surroundings;

2. To agree to the council information letter.

Council proposal Frameworks administrative planning

The City Council has long expressed concerns about the quality of administrative planning, particularly in terms of succession and reliability. Previous improvement agreements have not produced the desired results until 2025. In order to break through this and make structural improvements, the college, in cooperation with the registrar and the civil service organization, has drawn up five concrete improvement actions. These actions are aimed at achieving visible results in the short term and increasing council satisfaction

The college decides to adopt the frameworks administrative planning.

Advisory note greyhound racing association

Every year the Geldrop Greyhound Racing Association applies for an exemption for spending the night with camping equipment (art. 4.18 Algemene Plaatselijke Verordening, recreational overnight stay) during competitions at the greyhound track at the Grote Bos 130. Until now we have always granted an exemption for a maximum of two times per year. The association has expressed its intention to apply for at least 8 exemptions in 2025 and the years thereafter.

The college decides to take the position not to go along with the need of the Geldrop Sighthound Association of eight exemptions on an annual basis for overnight camping with camping equipment during competitions at the greyhound track and to stick to a maximum of two exemptions.

Board proposal VO redevelopment of Partridge Avenue

The Patrijslaan concerns the access road from the Geldropseweg to Roompotpark 't Wolfsven. Especially in spring and summer this road is frequently used by guests of the park to go out by bike. In addition, this lane is also used daily by cyclists from Luchen and Brandevoort who cycle from Eksterlaan/Spechtlaan towards Geldrop and Eindhoven. A few years ago the Spechtlaan and Eksterlaan between Pheasantlaan and Patrijslaan were converted into a bicycle street. The Geldropseweg between Mierlo and Geldrop also has good bicycle facilities. Patrijslaan is still a missing link in the bicycle network and will therefore have to be adapted.

The college decides:
1. To approve the preliminary design for the redesign of Patrijslaan into a bicycle street;
2. To release the preliminary design of Patrijslaan for public participation.
