Advisory note 20230411 Follow-up Kluppluz strengthening care structure 0-4 years 2023

In Geldrop-Mierlo, the care component in pre-school education, aimed at children aged 0-4, is an important issue. Good cooperation in the triangle Kindcentra, Gemeente (CMD) and Jeugdgezondheidszorg (JGZ) and thereby timely and good discussions with parents, is necessary to timely identify and optimize the development of care children in the municipality. Kluppluz was commissioned in 2022 to strengthen the care structure around the young child in cooperation with the aforementioned parties. The commitment focuses on two facets: 1) the use of an external coach at the childcare centers for care questions, and 2) a project-based commitment to develop the care route. The contract was awarded for one year (2022) with the intention for two years (2023). In early 2023, the 2022 project year was evaluated and it was determined what will be focused on in 2023. To this end, a proposal for the follow-up deployment of Kluppluz for 2023 was submitted.

The College decides:
1. To agree with the proposal of Kluppluz for the municipality of Geldrop-Mierlo, project year 2023 (attached) for the purpose of the follow-up deployment of the strengthening of the care structure around the young child.
2. Cover the proposed deployment of Kluppluz à € 104,467.00 for 2023 from the available residual budget Educational disadvantages policy (OAB) 2019-2022 (FCL 6430003, ECL 43100).

Advisory Note Annual ReportAccount 2022, Multiyear Budget 2024-2027 PlusTeam

The City Council of Geldrop-Mierlo is asked through the council proposal to take note of the annual report/financial statements 2022 of the PlusTeam. The council of Geldrop-Mierlo is also asked to take note of the PlusTeam's multi-year budget 2024-2027. If on May 30 next the city council adopts the council proposal, the documents can be delivered to the Province in time.

The College decides:
1. To take note of the 2022 PlusTeam annual report/annual accounts,
2. To submit the decision points below to the council at its May 30, 2023 meeting.

The council decides to:
1. To take note of the annual report/annual accounts 2022 PlusTeam;
2. To agree to retain the positive result 2022 of
€204,434 and not to let this flow back to the individual municipalities, pending a further development plan;
3. To take note of the draft multi-year budget 2024-2027
PlusTeam;
4.
To include the financial contribution of Geldrop-Mierlo, being € 1,960,167 for 2024, in the multi-year budget of the municipality of Geldrop-Mierlo. Of which 80% being € 1,568,133 will come from the budget of Youth Care Ambulatory (fcl:6672002) and 20% being € 392,033.40 to Independent Living Wmo (fcl:6671010);
5. Charge the additional costs to the adjustment item Wage and
price movements
6. To agree with the viewpoint drawn up and to send it to
the Joint Arrangement PlusTeam.

On March 29, 2023 article 36 questions were asked by Mr. Paul Kuijken of Groenlinks concerning the ownership of agricultural parcels near the Oudvensestraat in Mierlo and the use of glyphosate on these parcels. Attached is the answer to the asked questions.

The College decides:
1. To agree to the attached response to the Green Left Council questions.
2. To forward the answer to the council.

Advisory Note Annual Report 2022

Through a cycle, the province annually monitors the quality of the municipality's performance of statutory VTH tasks. It checks whether we are doing this well and, if necessary, indicates points for improvement, with the aim of continuing to develop and optimize the quality of licensing. The annual report is part of the VTH policy cycle. It is a useful tool to reflect on the results achieved, to take stock and, on this basis, to make adjustments in the coming period.

The College decides:
1. To adopt the updated "Annual Licensing Report 2022".
2. To inform the Province of North Brabant by means of the attached letter.
3. To inform the Council by means of the attached council information letter.

Advisory note Management regulation Kern Geldrop, revision valuable properties center Geldrop

On June 7, 2022, the council passed a preparatory decision for preserved (valuable) properties in the center of Geldrop. This preparatory decision must be followed up with a new planning measure within 1 year at the latest. The present (revision of the) management regulation provides for this by setting rules for demolition and conversion of the valuable buildings.

The College decides:
1. To agree to the council proposal and appendices 'Beheersverordening Kern Geldrop, herziening waardevolle panden centrum Geldrop' and forward them to the council.
2. To agree with the proposed response to the public comments.

Cover page college proposal RIB strategy and budget frameworks

In accordance with the wishes of the college: * A council information letter prepared as a prelude to the council discussion of the strategy 2024-2027 and the budget framework 2024; * And the council information letter included two options for an invitation to an information session for council members and citizen committee members: o a walk-in meeting on Friday, May 5 from 14.00 to 18.00 o use (part of) the information evening on May 15 for an image-forming session Officially there is a preference for a walk-in meeting on May 5, in view of the low threshold and the possibility to inform council members and citizen committee members in a tailored manner. The May 15 information evening may be preferred if it is estimated that the enthusiasm for an additional time on May 5 is low. Upon the college's agreement and choice, the Municipal Clerk’s Office Office will be asked to send out the RIB and explicitly alert council and citizen committee members to the information session.

The College decides:
1. To agree to send the attached council information letter.
2. To agree to organize an information session for council members and citizen committee members.
3. To make a choice regarding the format of the information meeting: a walk-in meeting on May 5 or utilize the information evening on May 15.

Advisory note complaint failure to respond to questions

It concerns the handling of a complaint. The complaint concerns the failure to respond to the question of whether the college had authorized the housing of migrant workers at a specific address. The complaint was submitted to the independent Complaints Committee. The committee has issued an opinion after which the college must make a decision on the complaint. This is done in this advisory note.

The College decides:
1. Declare the complaint founded in accordance with the opinion of the Grievance Committee.
2. Notify the complainant in accordance with the draft offered.

230330 college proposal compulsory education officer

In accordance with Article 16, paragraph 1 of the Compulsory Education Act, the appointment of a compulsory education officer is a power of the College. Appointing and swearing in a compulsory education officer is a legal obligation to perform the duties. After appointment by the college, the official, before assuming office, must take the oath or oath of office in the hands of the mayor in accordance with Article 16, paragraph 2, and Article 9 of the Compulsory Education Act 1995. It is desired that this swearing-in take place April 20. Both new colleagues have already handed in their certificate of conduct at the beginning of April 2023.

The College decides:
To appoint and swear in 2 new compulsory education officers.
