Advisory note Renewing DVO Senzer Living Allowance Ukraine

In 2022, the provision of living allowance to displaced persons from Ukraine in our municipality and in our labor market region was assigned to Senzer, based on a service agreement. The period during which refugees from Ukraine are allowed to stay in the Netherlands and are entitled to provisions has been extended until March 4, 2024. It is therefore obvious to extend the service agreement for that period as well.

The College decides:
1. To agree to extend the service level agreement (DVO) "Arrangement of reception of displaced persons Ukraine" with Senzer until March 4, 2024;
2. To agree to defray the costs arising from the DVO from the state reimbursements we receive for both the displaced persons in the municipal and private shelters;
3. To agree to process the budgetary impact on the 2023 budget in the 1st turap 2023.

Senzer 2023 grant award

On behalf of the municipality, Senzer implements the Participation Act, the Assistance Decree for the Self-employed 2004 and the Social Employment Act. Part of this is the granting and provision of a Social assistance benefit to residents, who (temporarily) cannot provide for themselves. Granting subsidies is a competence of the college.

The College decides:
1. To approve the following grant award to Senzer in 2023:
a. € 9,969,167 for the duration of 12 months for the provision of benefits to residents who are (temporarily) unable to provide for their own living expenses or the provision of wage subsidies as referred to in the Participation Act, including implementation as referred to in the Assistance Decree for Self-Employed Persons 2004;
b. € 706,520 for the duration of 12 months for the implementation of participation activities as referred to in the Participation Act;
c. € 1,457,767 for the duration of 12 months for the implementation of the Wsw;
d. € 2,106,864 an additional contribution for the implementation, as included in the budget of Senzer. This contribution is additional to the specific subsidies for said regulations (art. 33 paragraph 5 sub b gemeenschappelijke regeling Werkbedrijf Senzer); e. € 1,205,526 a structural additional contribution for 2023 to be able to implement the Participation Act in accordance with the assignment.
2. To authorize Senzer to provide information to the Minister of Social Affairs and Employment or the designated processor in accordance with the rules laid down for that purpose;
3. To send the attached draft decision to the General Board of Werkbedrijf Senzer.

College proposal Art 36 questions

Article 36 questions have been asked by the SAMEN Group about the waste calendar, in relation to changed collection days. In consultation with Cure the questions have been answered as indicated on the attachment.

The college resolves to agree to answer the questions as this is indicated on the attachment and distribute it through the Municipal Clerk’s Office Office.

Advisory note Annual Enforcement Report 2022 and Enforcement Implementation Program 2023

The annual report and the implementation program are part of the enforcement policy cycle. The annual report discusses the results achieved, on the basis of which an assessment can be made. This balance sheet, together with the enforcement policy and the objectives agreement, forms the basis for the 2023 implementation program, which indicates how supervision and enforcement will be carried out in the coming year, with the associated interventions and intended results. By merging the content of both documents, alignment is guaranteed.

The College decides:
1. To approve the Annual Enforcement Report 2022 and Enforcement Implementation Program 2023.
2. To inform the municipal council by means of the attached council information letter 3. To inform the province of North Brabant hereof.
4. Adopt memo action framework for public space displays.

Advisory Note Council Information Letter Offices Letter Urban Area Eindhoven 2022

By means of the attached council information letter we would like to inform the council about the current developments in the office market in the Stedelijk Gebied Eindhoven as well as the results of the recent STEC study 'Demand estimate offices North Brabant'.

The College decides:
1. To take note of the attached council information letter
2. To forward the council information letter to the council.

Advisory note Heiderschoor new home construction

Your college decided in 2021 to grant cooperation in principle to the rezoning of the location Heiderschoor in Mierlo to Residential and, in exchange for demolition of 1,100 m² of existing buildings, to allow 350 m² of outbuildings to the house. The initiator has now submitted an amended (sketch) plan. This plan also provides for demolition of the existing farmhouse and construction of a new home of approximately 1,300 m³. In addition to your earlier decision and as a starting point for the necessary planning procedure, your college is asked to take a (principled) position on this deviating plan.

The college decides:
1. not to cooperate in principle with the sketch plan for rebuilding the house at Heiderschoor 14 (dated 26-5-2022).
2. In exchange for the demolition of the existing house, to grant cooperation in principle to increase the maximum house volume from 650 m³ to 900 m³ excluding attached buildings, provided that for every extra m³ of house volume 5 m² of buildings are demolished.

Advisory note on adoption of Permit Policy and Implementation Program 2023

Through a cycle, the province annually monitors the quality of the municipality's performance of the statutory VTH tasks. It checks whether we do that well and, if necessary, indicates points for improvement, with the aim of continuing to develop and optimize the quality of licensing.As a result of the provincial 'Assessment Intergovernmental Supervision of Environmental Law 2022', some additions and adjustments are proposed, leading to the updated version of the 'Licensing Policy and Implementation Program Geldrop-Mierlo 2023'.

The College decides:
1. To take note of the provincial 'Assessment Intergovernmental Supervision of Environmental Law 2022'.
2. To adopt the updated 'Permit Policy and Implementation Program Geldrop-Mierlo 2023'.
3. To inform the Province of North Brabant by means of the attached letter.
4. To inform the council by means of the attached council information letter about this.

Advisory note letter of intent Mierloseweg 28 to 38 final

As of the end of 2019, we as a municipality are actively engaged in the transformation of the Bleekvelden area into housing. Meanwhile, this has led to two concrete projects (transformation of municipal workshop to 20 apartments and new apartment complex with 40 homes at Mierloseweg 40) and two initiatives, one of which is at Mierloseweg 28 to 38. Initiators want to realize three linked apartment complexes with a total of 72 apartments on these plots. At the end of 2021, your college has already responded positively to the transformation of the properties on the Mierloseweg 28 to 38 into housing. However, there was no agreement on the building plan at that time. Meanwhile, the plan in sketch form has been worked out to such an extent that we seem to be able to reach agreement on it with the initiator. However, the initiator indicates that the financial feasibility of the plan has come under pressure due to developments in the housing market. In order to still "loosen up" the development, we want to examine in 100 days with the initiator whether we can conclude an anterior agreement on the financial conditions of the plan. We want to do this with a letter of intent which we now ask your college to approve. Here the realization of affordable housing from the WBI obviously an important premise for us. Another important precondition is the involvement of the plots Mierloseweg 22 to 26 in development.

The college decides to approve letter of intent Mierloseweg 28 to 38.

Advisory note Interim evaluation Regional Development Fund Work Locations

When dealing with the new ordinance, some city councils requested an interim evaluation one year after the new regulation came into effect. The general board of the Workplace Development Fund Foundation has since conducted an interim evaluation of the operation and yield of the revamped ROW.

The College decides:
1. To take note of the progress of the ROW.
2. To agree to the council information letter
3. To forward the council information letter to the council

Advisory note Supporting entrepreneurs energy crisis

The Week of the Entrepreneur, daily signals and the request from our business associations and center management organizations have painted a clear picture of the impact on entrepreneurs of the Energy Crisis. Although it is not possible at this time to provide financial assistance to entrepreneurs, we would still like to do something for our entrepreneurs and thus give them heart.

The College decides:
1. To take note that we are going to inform entrepreneurs about all national subsidy opportunities and sustainability schemes. We are also going to inform them about financial schemes and (debt) assistance for entrepreneurs offered by Senzer.
2. To agree to start a new "Buy Local 2.0" in the months of January/February/March 2023
3. To agree to charge €7,500 for the "Buy Local" action from the Economic Affairs budget.
