Development Perspective Urban Brabant 2040

In a regional context, the spatial development of Brabant is worked on together at different levels. Ultimately, the input provided through the SGE (Urbanization Agreement) is the basis for the input of the MRE (Development Strategy Southeast Brabant) and thus for the Spatial Proposal that the province must submit to the state. The Development Perspective Urban Brabant is about how we are going to tackle the substantial urbanization task in Brabant in a smart and sustainable way.

The College decides:
1. To agree with final concept 'Development perspective and first implementation agreements Urban Brabant 2040', with the exception of Eeneind-West as XXL logistics location.
2. After agreement with the parties involved (expected in September 2023) to use the development perspective as a building block for future environmental instruments and offer it as part of the Spatial Proposal in October.

College proposal implementation framework recovery surcharges

Between 2005 and 2019, a large number of parents had their child care subsidies wrongfully stopped by the Tax Office. In doing so, families were subjected to unprecedented injustice. Since 2020, the Implementing Organization Recovery of Benefits (UHT) has been working to financially redress the injustice. The government-wide program consists of financial compensation, a debt approach and broad support from the municipality of Geldrop- Mierlo. Many parents are also experiencing other consequences of the way in which the recovery of childcare benefits took place. They can count on understanding, recognition and support. The recovery approach contributes to doing justice to these parents, recognition and apologies from the government and support in making a new start. UHT does not offer additional help and support besides financial recovery. The State has therefore asked municipality to provide broad support to (potentially) victimized parents and the children of recognized victimized parents in five areas of life: finances, housing, Health, family and work. The parent/child has direction and choice in this support.
The implementation framework aims to provide guidance in the preparation of the plan of action and provides guidance and helps to give substance to the provision of comprehensive support to parents and children of recognized aggrieved parents. These are not policy rules so your college does not have to make a decision on this. Nonetheless, we believe it is desirable for your college to take note of the Implementation Framework.
In order to properly implement the Implementation Framework Recovery of Benefits (UHT) an adjustment of the mandate register is necessary,
A separate MT proposal with accompanying advice note has been submitted for this purpose.

The college decides to take note of the working document implementation framework recovery surcharges.
