Board proposal parking alternative De Meent

The housing development in the center of Geldrop requires additional parking spaces. The council has therefore decided that parking lot De Meent will be used as a location to realize more parking spaces. On March 31, the council adopted frameworks for the parking solution for De Meent. Several variants were tested against these frameworks. In addition, we participated with neighbors of De Meent parking lot and downtown stakeholders. With the attached council proposal we would like to advise the council to agree to parking variant 5 (ground level parking at De Meent and Hofdael).

The college decides:
1. To agree to the attached council proposal parking solution De Meent parking lot.
2. To forward the council proposal to the council.

College proposal white goods regulation 2025

As part of the energy poverty approach, it is proposed to implement another temporary white goods scheme in 2025, allowing low-income residents to replace their "energy-guzzling" white goods with an energy-efficient appliance. We had a similar white goods scheme in 2024, which ultimately enabled 443 low-income households to purchase a new energy-efficient white goods appliance. In 2025, we want to broaden the target group that can use this white goods scheme by also allowing applications for a broader target group with an income up to 120% of the assistance limit and assets below the asset limit in accordance with Participation Act. This white goods scheme is part of the project to reduce energy costs.

The college decides:
1. To adopt the Policy Rules for Provision of White Goods Geldrop-Mierlo 2025.
2. To agree to the automatic granting of Green Vouchers, by means of the attached concept letter to intended target group pursuant to the Policy Rules Provision of White Goods Geldrop-Mierlo 2025, being € 450, - including VAT per item, and to have this letter signed by Alderman Stravers and Alderman Looijmans.
3. To make available € 320,000,-, of which € 40,000 serves as implementation costs, for the implementation of this white goods scheme and to charge the costs to the SPUK Approach to Energy Poverty (project number 40107).
4. To agree to provide a grant to white goods suppliers in the amount of the maximum number of payments with the Green Voucher and associated implementation agreements.
5. To approve the attached council information letter and place it in the hands of the Municipal Clerk’s Office for forwarding to the council.
6. To mandate the team manager I&T to decide on applications under the Policy Rules for Provision of White Goods Geldrop Mierlo 2025.

Designation decision on electronic channels public services municipality of Geldrop-Mierlo

On January 1, 2026, the Electronic Administrative Modernization Act ("WMEBV") will enter into force. This law gives everyone the right to send so-called official messages - that is, messages that are part of a procedure about a decision, complaints, or other messages prescribed by law - electronically to an administrative body. Municipal administrative bodies to which this applies in any case are the City Council, the Municipal Executive and the Mayor. These administrative bodies must therefore each, insofar as their own authority is concerned, designate the electronic channels that citizens, businesses and others must use for these official messages.

The college decides:
1. To adopt the Designation Decree Electronic Channels Public Service Municipality Geldrop-Mierlo 2025.
2. To request the mayor to also adopt the Designation Decree Electronic Channels Public Services Municipality Geldrop-Mierlo 2025.
3. To agree with the council proposal in which the council is proposed to also adopt the Designation Decree Electronic Channels Public Services Municipality Geldrop-Mierlo 2025.

Advisory note repealing Building Ordinance Geldrop-Mierlo 2012

With the entry into force of the Omgevingswet on 1-1-2024, Section 8 of the Housing Act will be repealed. This formed the basis for municipal building regulations. In recent years, many parts of the municipal building regulations were already deleted. The remaining rules of the building regulation were transferred before 1-1-2024 to the temporary environment plan (a.o. the Bridal Estates), the Quality of the Living Environment Decree, the Building Quality Assurance Act and the municipal Heritage Ordinance and Ordinance on the Environmental Quality Advisory Committee. The "Building Ordinance Geldrop-Mierlo 2012" can now be repealed.

The college decides:
1. To submit the attached council proposal to repeal the 'Building Ordinance Geldrop-Mierlo 2012' to the city council.
2. After the council decision has been taken, to process this repeal on overheid.nl and to announce the repeal through the Municipal Gazette.

Answer to SAMEN's Article 36 questions on affordability of rental housing

SAMEN asked questions about the affordability of social housing for rent in our municipality. This proposal contains the response.

The college decides to agree to answer the Article 36 questions on social rent affordability submitted by the SAMEN group.

Advisory note Mandate decisions Youth region a 10 for Youth

The decision on the establishment of the Joint Regulation Youth Region A 10 for Youth is now with the colleges of the 11 municipalities. The goal is for this region to carry out the joint procurement of youth aid from January 1, 2026. To make this possible, several formal decisions still need to be made in the coming months. In this proposal, the college is asked to grant the Alderman social domain of Helmond, as intended chairman of the new public body Youth Region A 10 for Youth, the necessary powers. In addition, the college is asked to adopt the mandate decree Youth Region One 10 for Youth 2026.

The College decides:
1. To adopt the mandate, power of attorney and authorization decision for the purpose of establishing the public body Youth Region One 10 Youth.
2. To adopt the mandate decree Youth Region One 10 for Youth 2026.

Adviesnota Treffen Gemeenschappelijke Regeling Jeugdregio A 10 for Youth

The eleven municipalities in the A 10 for Youth region are formalizing their cooperation in the procurement of specialized youth care through a Joint Arrangement (GR). This follows from the Youth Reform Agenda and the Improving Availability of Youth Care Act, which is committed to better availability, quality and continuity of Health. The GR builds on existing cooperation and maintains work processes that work well. The law is not yet final, but the arguments for enhanced cooperation remain undiminished.

The College decides:
1. To establish the Joint Arrangement Youth Region One 10 for Youth (Annex 1).
2. To terminate the cooperation agreement A 10 for Youth 2.0.
3. To appoint Alderman Mathil Sanders-de Jonge as a member of the General Board of the GR Jeugdregio Een 10 voor de Jeugd.
4. To appoint Alderman Frans Stravers as his deputy in the General Board of the GR Jeugdregio Een 10 voor de Jeugd.

Advisory Note Participation Supplemental Health and Welfare Agreement (AZWA) & Outline Agreement on Elderly Care (HLO) and continued participation Integrated Care Agreement (IZA)

In addition to the Integral Care Agreement (IZA) concluded in 2022, the Supplementary Health and Welfare Agreement (AZWA) and the Outline Agreement on Elderly Care (HLO) were concluded at the national level in September 2025. The Association of Netherlands Municipalities (VNG) is now calling on its members via a digital member consultation to make known whether they are for or against participation in the aforementioned agreements and for or against continuation of participation in the IZA.

The college decides:
1. To approve participation in the Supplementary Health and Welfare Agreement (AZWA), the Outline Agreement on Elderly Care (HLO) and continuation of participation in the Integral Care Agreement (IZA).
2. To mandate Alderman Sanders-de Jonge to submit and provide an explanation of vote on behalf of the municipality of Geldrop-Mierlo the voting form Member Consultation Participation AZWA, Participation HLO and Continuation of Participation IZA of the VNG.
3. To perform the tasks for which ASWA funds are available and to realize any expansion of tasks only if additional financial resources are made available for that purpose.

Advisory note Renewing cooperation agreement STILA 2026-2031.aug25

The Municipality of Geldrop-Mierlo has participated for over fifteen years in the provincial Landscape Incentive Scheme, for which €10,000 is made available annually by the municipality. Through this scheme, our residents of the outlying area can construct and manage landscape elements. The province is now redesigning the old scheme in a substantially different way in the form of the Landscape Incentive Scheme 2.0. This should offer our residents more opportunities and space to invest more in our landscape themselves, which will also lead to more initiatives, such as the construction of hedges, pools and converting agricultural plots to nature.

The college decides:
1. To agree to enter into the cooperation agreement Landscape Incentive Scheme 2.0 in accordance with offered draft.
2. An amount of € 10,000 is involved for the implementation of this proposal. This amount fits within the existing budget and has already been reserved as such in the 2026-2029 budget.

Advisory note principles Heat Program

The municipality of Geldrop-Mierlo is required to have a Heat Program in place no later than January 1, 2027. This Heat Program is a program under the Omgevingswet. This starting point memorandum serves as a starting document for the further development of the Heat Program.

The college decides:
1. To use the principles as listed in the principles memo as the basis for the preparation of the Heat Program.
2. To approve the council information letter and forward it to the city council.

Advisory note Presentation on heat transition and principles note Heat program

Through a presentation in an informative session we update the City Council on the developments around the heat transition in Geldrop-Mierlo. We reflect on the Heat Program (recalibration of the Heat Transition Vision, adopted in 2021) that will be written in 2026. The Board has adopted a starting memorandum of principles that serves as the starting document for drafting the Heat Program. In addition, we share the conclusions of the research done on a heat network in Coevering.

The college decides:
1. To take note of the presentation and agenda request.
2. To forward these to the council.
