Board proposal Advisory note Variants study future housing Dommeldal Library at Geldrop

The main branch of Dommeldal Library, located at Heuvel 94 in Geldrop, is regularly under discussion in the Geldrop-Mierlo City Council because of possible relocation considerations. The library is housed on the 1st through 3rd floors. Stores and offices are located on the first floor. The current building, located in the center between stores and restaurants, is seen as a possible location for housing. A subsidy from the Housing Impulse has been granted for this location. This raises questions about the most suitable location for the library, given various aspects such as program, spatial layout, finances, legal issues and various interests.

Politically, this issue aligns with the municipal strategy to improve the quality of downtown Geldrop, as well as with the goals in the municipal strategy to transform library branches into contemporary, attractive locations that fulfill cultural and social functions. Previous decision-making and the current Housing Impulse affect this discussion about the location of the library. In order to carefully examine this issue, an independent study is required. Therefore, Library Dommel Valley and the Municipality jointly approached Berenschot for a bid for an independent study, the purpose of which is to examine and evaluate various options and determine the necessary next steps.

The college decides:
1. To approve the independent research Variant study of future housing of library Dommeldal in Geldrop, carried out by Berenschot.
2. To agree with co-financing (50% municipality Geldrop-Mierlo /50% Library Dommeldal) and to make a budget available for this of € 16,200.00 excluding 21% VAT and to charge this to the Centre Impulse funds.

Advisory Note Regional Action Plan on Homelessness.

Nationally, municipalities and the rijksoverheid have committed to the European goal of ending homelessness by 2030. In the Eindhoven Region, a regional Homelessness Action Plan has been drawn up in coordination with the administrators participating in the Administrative Consultation on Protected Housing/Social Care. This action plan is submitted for decision-making. It is proposed to adopt the action plan - with comments.

The college decides to agree with:
1. To adopt the Homelessness Action Plan Eindhoven Region 2024-2030 with the regional ambitions and starting points.
2. To take note of the proposed actions in the overview of actions per action line.
3. To adopt the response to the Action Plan Homelessness Eindhoven Region 2024-2030.
4. To participate in the third round ETHOS Light count in 2024/2025.
5. To cover the costs of this action plan of € 2,893 and to cover them from the budget remaining from the Regional approach to preventing homelessness.
6. To inform the City Council through the Council Information Letter Regional Homelessness Action Plan 2024-2030.

Advisory note Regional funding system

On July 5, 2023, the General Board (AB) of the Eindhoven Metropolitan Region (MRE) decided to submit the design of the funding system for regional accessibility and the municipal contributions to the first package of measures to the 21 municipal councils for decision-making. Decision-making on this took place in the municipal council of November 9. Meanwhile, the regional funding system has been further elaborated and these documents are now submitted for approval.

The college decides to approve the regional costing system.

Advisory note on resident participation in Neighborhood Approach Neighborhood Power

Buurkracht was commissioned by the Ministry of the Interior and Kingdom Relations to organize neighborhood approaches in several municipalities as part of the participation coalition. Buurkracht has offered to organize four to six neighborhood approaches in our municipality. The costs for these approaches will be paid for by the Ministry of the Interior and Kingdom Relations.

The college decides:
1. To agree to have Buurtkracht organize four to six neighborhood approaches.
2. To sign the attached tender for this purpose.

Advisory note Council information letter Increase gift limit for welfare recipients to 1,800 euros

Residents receiving Social assistance benefit benefits have been allowed to receive gifts up to €1200 since October 2021 without having to report it or having it affect their benefits. In July 2023, a motion was passed in Helmond to broaden the gift policy to €1800. This is because of the increase in the cost of living. The motion also called for consultations with the other municipalities in the Helmond-De Peel labor market region to see if they too are willing to do so.

A decision on raising the gift limit is an authority of Senzer's Daily Board. In its meeting of March 18, the Daily Board decided to proceed with increasing the gift limit to €1800. This increase will be implemented as of July 1, 2024 due to the adjustment of the corresponding policy rules means test and the advice of the Regional Clients' Council. Through the enclosed council information letter we would like to inform the council of the municipalities in the labor market region Helmond-De Peel about this.

The college decides to agree to the attached council information letter and forward it to the city council once it has been decided.

The college decides:
1. To approve the attached response to the written questions submitted by D66 Group.
2. To forward the response through the Municipal Clerk’s Office to the City Council.
