Advisory note QR Fit Routes in Geldrop and Mierlo

To promote physical activity in public spaces in Geldrop and Mierlo we want to create an exercise route. This QR exercise route will make it easier for residents to meet the exercise norm, without having to take out a subscription or being tied to certain times in order to exercise or sport at a club or gym. The route is formed by posts in the public space with a QR code on them. After scanning the code with an app on a smartphone, it leads to an assignment or exercise exercise exercise that can be done on the spot. There are 3 different fitness levels to choose from (beginner, intermediate or advanced). All exercises rotate every 24 hours, so a new challenge every day.

The College decides:
1. To agree to the establishment of two QR exercise routes in the municipality of Geldrop-Mierlo to promote exercise in public spaces.
2. To agree to give the assignment to QR Fit.
3. To agree to use the budget sports agreement to pay for the construction of the routes.

Board proposal council questions article 36 Elevator NS Station

DGG has asked written questions under Article 36 about the defect of the elevator at NS Station Geldrop. Attached is a proposed answer to these questions.

The College decides:
1. To agree with the answers to the council questions ex. article 36 of DGG about the defect of the elevator at NS Station Geldrop.
2. To bring these answers via the Municipal Clerk’s Office to the attention of the members of the City Council.

Advisory note on decision on objection to refusal of a roof structure on Lambert Court

An objection has been lodged against the decision of the college in which an environmental permit to legalize an existing roof structure at the Lambertushof in Geldrop has been refused. The appeals committee has advised to supplement the contested decision and, based on the full justification, to consider whether the contested decision can be upheld.

The College decides:
1. To declare the objection admissible and unfounded;
2. To supplement the reasons for the contested decision in the decision on objection with an opinion from the Urban Planning Department and the Public Housing Department;
3. Uphold the contested refusal decision with supplemented grounds.

Advisory Note Consideration Frameworks Social Domain Task Force (A)

Assessment frameworks are intended to support the CMD by providing policy direction at moments of choice and ensures control of the (level) of indication costs and reducing administrative burdens in processes that are unnecessarily time-consuming. The structural financial objective linked to this subproject is €450,000.

The proposed decision in this opinion, which consists of 4 norms, aims to achieve part of that.

1. Capping the cost per address for a housing modification (Wmo)

2. To stop combining facilities such as Disabled Parking Card and taxi bus / mobility scooter.

3. In Youth Aid, stop reimbursing 1-on-1 counseling for activities to promote social participation.

4. Stopping retroactive indications in Youth Aid

5. Establishing a Personal Budget Plan (PGB) format The Consideration Frameworks project is part of the Task Force. Multiple advisory notes with consideration frameworks are expected throughout 2023 to arrive at the total intended structural project outcome, hence the "numbering" A.

The college decides to agree to:
1.The following implementation agreements under the Wmo:
a. To use a maximum reimbursement of € 15,000.00 as a ceiling per address in the context of housing adaptations;
b. No longer to issue a disabled parking pass in combination with a taxi bus and/or a mobility scooter indication.
2. The following implementation agreements, under the Youth Act:
Not to reimburse 1-to-1 counseling for activities promoting social participation.
3. The following implementation agreement, under the Wmo and Youth Act:
a. Not to reimburse activities for which the disposition decision has not yet been made, until the date of the decision, unless the team manager decides otherwise;
b. To use the completion of a PGB plan format as a requirement for the assessment of a PGB application.

Advisory note B&W Regulation implementation and enforcement (environmental law)

The Omgevingswet will enter into force on January 1, 2024. As a result, the current Environmental Law (General Provisions) Act will cease to be the basis for the current Regulation on the Quality of Licensing, Supervision and Enforcement of Environmental Law. Sections 18.20 and 18.23 of the Omgevingswet form the basis for a new Environmental Law Implementation and Enforcement Ordinance to be adopted. This will enter into force when the Omgevingswet enters into force.

The college decides:
To present to the council for adoption the 'Regulation on Implementation and Enforcement of Environmental Law Municipality of Geldrop-Mierlo 2023'.
