2 | Advisory note on three new buildings for the reception of displaced persons in Ukraine The municipality recently purchased a building in the context of future area development and was offered two buildings for rent. These buildings are extremely suitable for offering temporary emergency shelter to displaced persons from Ukraine. The current proposal takes into account the Framework for Refugee Reception, as established by the municipal council in February 2025. This concerns a form of temporary and small-scale shelter. 3 | Advisory note on procurement strategy for the tender for the language component of integration 2026 Since the Integration Act 2021, municipalities have been regulating the integration offer for status holders. The seven municipalities in the Helmond-De Peel Labor Market Region are working together on this. The contracts with the language schools in the B1 and Z-route integration expire at the end of 2025. A purchasing strategy has been drawn up under the supervision of Bizob for the purchase of language lessons from 2026 onwards. 4 | Advisory note on the adoption of the Policy Plan for Combating Slippery Roads 2025-2030 The municipality is responsible for the maintenance of the roads (of the municipality). This also includes combating slippery conditions in the winter. The principles for the policy are laid down in a Policy Plan for Combating Slippery Conditions for the period 2025 to 2030. The board decides to adopt the Anti-slip Policy Plan 2025-2030. | |
5 | Advisory note agreement Industrial Park 11 in Geldrop An application has been submitted for an environmental permit for the realization of 15 industrial halls/units, as storage warehouses and workshops, for rental and/or sale. For the follow-up, an agreement has been drawn up that still has to be approved by your board. Based on the agreement, the municipality can – in addition to public law – act under private law, if necessary. The council decides to approve the agreement regarding the construction of 15 industrial halls/units at Industriepark 11 in Geldrop. | |
6 | Advisory note on appointment of Environmental Quality Advisory Committee member In accordance with the municipal 'Regulation on the Environmental Quality Advisory Committee', the Environmental Service (ODZOB) is making a nomination for a number of changes in the composition of the Environmental Quality Advisory Committee (formerly the 'Aesthetics and Heritage Committee'). 7 | Advisory note agenda request society committee on progress social domain task force Every quarter, the council is informed about the progress of the social domain task force by means of a report and a presentation in the society committee. Due to IT problems, the quarterly report has been delayed. An attempt is being made to share this with the council before the next society committee. If this is successful, a presentation could also be given in the society committee about the developments in the social domain task force. The board decides to agree to the agenda request for the Society Committee of 4 June to explain the progress of the social domain task force, on the condition that the quarterly report has been shared with the council in advance. | |
8 | Advisory note NvU Environmental Plan Geldrop-Mierlo (supplemented) Since the entry into force of the Omgevingswet On 1-1-2024, the municipality will automatically (by operation of law) have one environmental plan. This environmental plan will replace all existing zoning plans (and management regulations). We must convert this temporary environmental plan into a fully-fledged environmental plan by 2032 at the latest. We will be guided in this transition by the BügelHajema agency. The conversion from temporary to new environmental plan will take place in stages and on an area-specific basis. The first sub-area is the Genoenhuis residential area in Geldrop. The attached Memorandum of Principles has been drawn up to determine what we want to arrange in the environmental plan and how we want to do that. The board decides: | |
9 | Advisory note on dog policy commitments to the Spatial Planning Committee Monday evening, April 7, 2025, there were Alderman H. van der Laar made some promises about the dog policy to the Spatial Planning Commission. The Spatial Planning Commission requested a financial substantiation of the dog policy, the costs of the research (by Beheeraccent) and the number of fines that were given. The board decides to agree with the response proposed in the attached memo and to forward it to the members of the Spatial Planning Committee for information. | |
10 | College proposal 1st interim report 2025 The 1st interim report 2025 shows the progress of the budgets in the first 3 months of 2025. Overruns and underspending that are expected to deviate from the budget at the end of the year are submitted to the council. After approval, the changes to the budgets are implemented. The college decides to approve the overruns and underspends as included in items A and B and the credit report. | |
11 | Advisory note addendum to Algeco agreement for placement of temporary Skandia units On November 18, 2022, the municipality of Algeco announced that the agreement regarding the Temporary Housing project in Beneden Beekloop will be definitively awarded to Algeco. This agreement states that the temporary housing must be delivered no later than June 1, 2023. Due to delays surrounding the structural design of the multifunctional building Skandia, this date has been postponed to July 1, 2025 at the latest. The adjustment of the delivery date entails additional costs. An addendum has been drawn up for this. The council decides to agree to the attached addendum to the agreement regarding temporary housing at Bs. Beneden Beekloop and daycare centre Potje Knor in Geldrop-Mierlo. | |
