1 Decision list public college meeting dated April 12, 2022

The decision list of the public college meeting of April 12, 2022 is adopted accordingly.

2 Adviesnota Jaarstukken 2021 and budget amendment 2022 Dienst Dommelvallei

The annual documents will be adopted April 12 by the General Board and then presented to the three municipalities: council and college for information. The 2nd budget amendment 2022 Dommelvallei Service indicates how the surplus 2021 will be processed in the administration of the Service. The councils of the participating municipalities are asked to submit an opinion regarding the 2nd budget amendment 2022.
The college decides: 1. Not to resubmit the annual documents for the Dommelvallei Service to the college after adoption in the meeting of the General Board on April 12 and to accept them for information 2. Agree to the attached council proposal in which it is proposed: 2.1 Not to submit a view to the General Board Dommelvallei Service on the 2nd budget amendment 2022 Dommelvallei Service 2.2 To process the financial consequences of the 2nd budget amendment 2022 Dommelvallei Service for the year 2022 in the 2 interim report 2022.

3 Advisory note council proposal 1st Budget Amendment 2022 and draft budget 2023-2026

On July 12, 2022, the General Board of Dommelvallei Service will discuss the draft budget 2023-2026 and the 1st budget amendment 2022. The Executive Board of Dommelvallei Service
submits this budget and budget amendment now first to the councils of the 3 municipalities to give them the opportunity to submit an opinion.
The college decides: 1. To agree to the council proposal in which it is proposed to the council: 1.1. To take note of the 1st budget amendment 2022 and draft budget 2023-2026 of Dienst Dommelvallei 1.2. To agree to send the prepared view to the General Board of Dienst Dommelvallei 1.3. To incorporate the financial consequences of the 2023-2026 multi-year budget and the 1st budget amendment of Dienst Dommelvallei in the multi-year budget of the Municipality of Geldrop-Mierlo 1.4. To process the financial consequences of the 1st budget amendment 2022 Dienst Dommelvallei for the year 2022 in the 2 interim report 2022.

5 College proposal Alcohol Ordinance Municipality of Geldrop-Mierlo 2022

Over the past few months it has been investigated which regulatory powers offered by the Alcohol Act the municipality of Geldrop-Mierlo wishes to make use of.
The college decides to propose to the council to adopt the Alcohol Ordinance Municipality of Geldrop-Mierlo 2022 in accordance with the presented draft.

6 Advisory note on financial statements 2021, budget amendment 2022 and multi-year budget 2023-2026 PlusTeam

The city council of Geldrop-Mierlo is asked through the council proposal to take note of the annual report/annual accounts 2021 of the PlusTeam, to agree with the adoption of the 2nd budget amendment 2022 and to agree with the adoption of the multi-year budget 2023-2026 of the PlusTeam. If the City Council adopts the council proposal on June 7, the documents can be delivered to the province in time.
The college decides: 1. To take note of the annual report/annual budget 2021 PlusTeam 2. To agree to adopt the 2nd budget amendment 2022 PlusTeam 3. To agree to adopt the multi-year budget 2023-2026 PlusTeam 4. To process the financial consequences of the PlusTeam multi-year budget in the multi-year budget of the municipality of Geldrop-Mierlo 5. To submit the above decision points to the council in its meeting of June 7, 2022

7 Advisory note greenbelt sale in Mierlo

In addition to selling green spaces, green spaces are also leased to residents. Recently, residents have raised the question whether the leased land can also be purchased.
The college decides to sell the green strip located at the back and side of the houses in Mierlo.

8 Advisory note Decision on objection - NO no decision

On August 19, 2021, Traffic Decision 2021-04 "Access Structure Luchen" dated August 10, 2021 with a map attachment was published. A notice of objection has been filed opposing the placement of a speed bump on the Luchen near house number 11 and the extension of the bicycle street across the Luchen, as drawn in the map appendix. This advice note is for the purpose of making the decision on the objection.
The college decides to declare the objection inadmissible.

9 Advisory note Decision on objection refusing to withdraw environmental permit

On August 17, 2021, your college decided to reject a request to revoke environmental permits. This was objected to on September 3, 2021. The purpose of this advice note is to decide that objection.
The college decides: 1. To declare the objection admissible and unfounded, with the proviso that the reasons for the contested decision be supplemented. 2. Reject the request for reimbursement of legal costs pursuant to article 7:15 paragraph 2 of the Awb.

10 Advisory note fiber optic housing camp Rielseheideweg

The trailer park on Rielseheideweg is the last group of homes where fiber optic cable has not yet been installed. Partly through the mediation of BRE, it is possible to realize fiber optics here after all. This requires an investment from both the municipality and the pitch landlord Wooninc.
The college decides: 1. To agree with the laying of glass fiber to the trailer park at the Rielseheideweg; 2. To make an amount of €23.450,- available for the realization of the project, to be charged to the unforeseen; 3. To process the financial consequences in the budget amendment 220060; 4. To submit the attached council proposal to the council for decision; 5. In anticipation of the council's decision, to commission BRE to carry out this work in accordance with the offer.


11 Viewing draft 2023 GGD program budget

On July 6, 2022, the General Board of GGD Brabant Zuidoost will discuss the draft program budget 2023. The Executive Board of the GGD will now first submit this budget to the councils of the 21 municipalities to give them the opportunity to submit an opinion. An opinion has been prepared for presentation to the council on June 7, 2022.
The college decides to propose to the council to: * To take note of the draft program budget 2023 of GGD Brabant Zuidoost;
* Agree with the prepared opinion and send it to the general board of GGD Brabant Zuidoost; * Process the financial consequences in the multi-year budget of the municipality of Geldrop-Mierlo.

12 Advisory note DVO Senzer Integration 2021.

On January 1, 2022, the Integration Act 2021 went into effect. Municipalities are responsible for supervising participants in civic integration and offering civic integration programs. Because of the connection between the Civic Integration Act and the Participation Act, Senzer, as executor of the Participation Act, is closely involved in the Civic Integration Act. Under the Participation Act, Senzer takes care of the reintegration of status holders, which contributes to better integration. In addition, Senzer performs a number of tasks arising from the Civic Integration Act on behalf of the municipality. It concerns taking the learning ability test, advice/feedback to route director during the broad intake and offering the module Labor Market and Participation. A separate service agreement (DVO) must be concluded for these tasks. For the lawful processing of the data required for this, an addition to the broad processing agreement Execution of Senzer tasks is also required. This extension concerns the tasks as laid down in the DVO. The service agreement is in line with the implementation plan change assignment civic integration.
The college decides: 1. To agree with the regional Service Agreement "Integration Act 2021 Senzer 2022-2024"; 2. To pay the costs due for the Service Agreement from fcl 6650002; the implementation costs from ecl 43600h and the program costs from ecl 38009h.

13 Adviesnota view on draft budget 2023 VRBZO

Pursuant to the Joint Regulation Veiligheidsregio Brabant-Zuidoost, the councils of the participating municipalities are given the opportunity to express their views on the draft budget before the General Board adopts the budget. The draft 2023 VRBZO budget was sent to the councils on March 15 for these views.
The college decides to agree with the council proposal to view the draft budget 2023 of Veiligheidsregio Brabant-Zuidoost, in which the following decision points are presented to the council: 1. Take note of the draft budget 2023 of Veiligheidsregio Brabant-Zuidoost; 2.
Brabant-Zuidoost with the enclosed letter; 3. To process the financial consequences in the multi-year budget 2023-2026 of the municipality of Geldrop-Mierlo.

14 Council proposal view budget 2023 Cure

On July 6, 2022, the General Board of Cure will discuss the 2023 budget. The Executive Board of Cure will now first submit this budget to the councils of the three municipalities to give them the opportunity to submit an opinion. An opinion has been prepared to be presented to the council on June 7, 2022.
The college decides to propose to the council to: * Take note of the budget 2023 of Cure; * Agree with the prepared opinion and send it to the General Board of Cure; * Incorporate the financial consequences in the multi-year budget of the municipality of Geldrop-Mierlo.

15 Draft budget ODZOB 2023

You have before you the draft budget 2023 and the multi-year budget 2024-2026 of ODZOB. The sending of these documents gives the council the opportunity to express any views on this draft budget before May 20, before the General Board adopts this budget.
The college decides to propose to the council to: 1. Agree to the draft budget 2023 and multi-year estimate 2024-2026 of ODZOB. 2. To agree with the draft letter drawn up and to send it to ODZOB. 3. To incorporate the financial consequences in the multi-year budget of the Municipality of Geldrop-Mierlo.

16 College proposal Mandate decision to issue decision Wgs Kredietbank Nederland

With the entry into force of the new Municipal Debt Assistance Act (Wgs) 2021, the registration of debt assistance has now been made mandatory. Together with BKR and VNG, the NVVK has reached agreements on a new set-up of the registrations. BKR's position is that all municipalities need a separate connection regarding the Wgs registration. Municipality of Geldrop-Mierlo
which has outsourced (parts of) the implementation of the Wgs to Kredietbank Nederland should (partially) mandate Kredietbank Nederland for this.
The college decides to agree with the mandate decision to issue decision Wgs Geldrop-Mierlo.

17 College proposal One-time energy surcharge

The One-time Energy Surcharge Low Income 2022 bill was presented to the House and Senate by the Ministry of Social Affairs and Employment on March 15. The energy surcharge is a form of categorical special assistance. The municipality has the policy freedom to determine exactly how it shapes the energy supplement. Municipalities can start paying the energy allowance to households with an income at or just above the social minimum. They can do this in anticipation of the legislative amendment to the Participation Act. This was decided by the Ministry of Social Affairs and Employment (source: parliamentary letter March 15, 2022, Request to anticipate payment of a one-time energy allowance).


The college decides: 1. In anticipation of the coming into force of the legislative amendment to the Participation Act, to supplement the Special Assistance Policy Rules Geldrop- Mierlo 2020 with policy rules Eenmalige energietoeslag Geldrop- Mierlo 2022 and to adopt these. Publish these policy rules in the prescribed manner; 2. Establish an income limit up to 120% of the social assistance standard applicable to the resident, whereby the social assistance standard for a single parent is set at 90% of the married standard. Exclude residents residing in an institution, young persons up to 21 years of age, students who are entitled to study financing and homeless persons; 3. Establish that no asset limit will be applied; 4. Establish that if several persons entitled to benefits live at one address, the energy supplement will only be paid to the main resident. This is the occupant who holds the energy contract; 5. Ex officio grant the energy supplement to households that meet the target group description of Article 2, and described in Article 3, paragraph 1 policy rules one-time energy supplement Geldrop- Mierlo 2022; 6. For the group of entitled persons who do not receive automatic payment, an application procedure will be opened second week of June. Applicant must submit a signed application form with proof of income and bank statement of energy bill; 7. Determine that if applicant does not qualify for a one-time energy allowance, given all the circumstances, it may still be assessed in the individual case that applicant qualifies for a one-time energy allowance in derogation of the policy rules; 8. To proceed with the automatic payment of the one-time energy supplement, being €800, at the end of May and to cover a total of €1,170,400 (1,463 minima households (Poverty Monitor) x €800) for this from the May Circular; 9. To approve the attached council information letter; 10. To forward it to the council via the Municipal Clerk’s Office .

18 Advisory Note Safety Figures 2021-2

The College and City Council are periodically informed about the status of the priorities in the framework of the Integral Safety Policy. The safety figures and explanations are presented in an overview, this time about the second half of 2021, July to December 2021.

The college decides: 1. To take note of the Safety Figures 2021-2, period July through December 2021 2. To agree to the council information letter 3. Forward council information letter to the council.


19 Council proposal vision Geldrop-Mierlo 2040

In recent months, in several rounds, the vision Geldrop-Mierlo 2040 has been created. The college chooses to submit this vision to the council for adoption, so that it actually replaces the strategic vision 2017.
The college decides to propose to the council to: * Adopt the vision Geldrop-Mierlo 2040, to replace the strategic vision 2017; * Take note of the start of the participatory process to update the vision in 2024, to the vision Geldrop-Mierlo 2044.

20 ENSIA 2021

The college of the municipality of Geldrop-Mierlo accounts for the year 2021 on the state of
information security within the municipal organization. This is based on the Uniform Standard Single lnformation Audit (= ENSIA) system. ln this document the accountability for DigiD and Suwinet.
The college decides: 1. To establish that the accountability for DigiD is rendered in the college declaration. 2. To establish that accountability for Suwinet is provided in the college declaration.

21 ENSIA BAG/BGT/BRO 2021

The municipality is required by law to complete an annual self-audit for the Basic Administration of Buildings (BAG), Basic Administration of Large-scale Topography (BGT) and the Basic Registration of the Subsurface (BRO). These self-audits were carried out and tested by the Eenduidige Normatiek Single Information Audit (ENSIA). Accountability reports of these have been prepared.
The college decides to approve the accountability reports BGT, BAG and BRO for the year 2021.

22 Annual Report 2021 Geldrop-Mierlo advisory note

Herewith we offer you the auditor's version of the Annual Report 2021 Geldrop-Mierlo. This shows a preliminary result of € 2,247,122, of which € 2,065,029 relates to the general service and € 182,093 to the land operations. Based on these annual documents, the auditor started the audit work on April 11.
The College decides: 1. To take note of the auditor's version of the Annual Documents 2021. 2.
