Advisory note on price differentiation for private building plots

During the discussion of the Land Policy and Cost Recovery Program at the end of 2023, the council decided that municipal building plots for detached houses may no longer be sold on the basis of registration with allocation to the highest bidder. However, it was indicated that the plots must be priced in line with market conditions.

The council decides:
1. To agree to the method of determining the price per individual building plot in consultation with an external appraiser based on individual plot passports.
2. To agree to the attached council information letter and forward it to the council.

Advisory memorandum on decision regarding objection to Varda's tree felling permit

Following persistent complaints about nuisance caused mainly by the alders on Varda Road, it was decided to conduct a survey among residents. An overwhelming majority of respondents indicated that they wanted to see the trees replaced. The objector points out that the trees are in good condition and that, in such cases, the Green Policy assumes that these trees will be retained. Nevertheless, the Appeals Committee recommends that the contested decision be upheld.

The council decides:
1. To correct the felling permit, because on closer inspection it appears to concern 9 alders (Alnus) and 2 ash trees (Fraxinus).
2. To uphold the contested decision in accordance with the advice of the Appeals Committee.

Advisory memorandum on four new buildings for the reception of displaced persons from Ukraine

The municipality recently purchased four properties as part of future area development plans. These properties are ideal for providing temporary emergency shelter to displaced persons from Ukraine. This proposal takes into account the Refugee Shelter Framework, as adopted by the municipal council in February 2025. This involves a form of temporary, small-scale shelter.

The council decides:
1. To use four properties in Geldrop to accommodate a limited number of displaced families from Ukraine.
2. To follow an adapted participation process in which the immediate neighbors will be informed.
3. To inform the Social Affairs Committee of this on November 18, 2025, with a statement by the portfolio holder.

Advisory note on tactical policy for archiving text messages

This proposal requests the establishment of a tactical policy for archiving text messages. The tactical policy provides answers to the 'what' and 'how' of archiving text messages. A concrete step-by-step plan has been developed to provide sustainable support to Dommelvallei organizations at all levels in implementing the policy. In the policy, we apply the principle of 'No, unless' for the use of text messages via applications that are not supported and managed by the organizations. Administrative and formal communication is, in principle, conducted via managed municipal applications. We do not use external apps. Only if there is demonstrably no workable alternative, or in urgent cases, may they be used temporarily. We do not store purely practical messages with no policy value. As soon as a message contains content related to policy, decision-making, or a case, we record it in Djuma. For each exception, we briefly record in the corresponding case why we deviated and what risk assessment was made. By establishing this policy, we are fulfilling our archiving obligations at a tactical level. In line with information security, we are requesting a mandate so that the municipal secretary can henceforth establish tactical policy in the field of archive and information management.

The council decides:
1. To adopt the tactical policy for archiving text messages 2025-2029.
2. To grant the municipal secretary the mandate to adopt subject-specific tactical policy rules applicable to the municipality.

Advisory memorandum on policy rules for special assistance for single-income households

Policy rules have been drawn up to arrange temporary compensation for single-income households that will be financially disadvantaged in 2023 and 2024 due to the loss of benefits. The scheme provides for a lump sum allowance of €675 per benefit year. The allowance will be provided automatically to households that are on the Tax and Customs Administration's list. For households that are not on the list, an application option has been set up with a simplified assessment. The scheme applies exclusively to the benefit years 2023 and 2024. For the years 2025 to 2027, a separate process will be set up based on national legislation.

The council decides to approve:
1. The adoption of the policy rules for special assistance for single-income households 2023-2024 Geldrop-Mierlo, which include:
a. A lump sum of €675 per household to be paid per allowance year. 
b. This amount to be provided ex officio as special assistance to households that the tax authorities have designated as eligible.
c. Opening an application procedure for a possible group of eligible persons who do not receive ex officio assistance. 
2. To cover the required budget of €25,650 from FCL 6630002 special assistance / ECL 34102.

Advisory memorandum Council information letter on greening the center of Geldrop

During the council meeting on November 11, 2025, the greening of the center of Geldrop was discussed. It was agreed that we would inform the council about the process of greening the center of Geldrop by means of a council information letter. The agenda request for the Spatial Planning Committee has also been attached.

The council decides:
1. To approve the attached council information letter.
2. To approve the agenda request.
3. To forward the council information letter and the agenda request to the Municipal Clerk’s Office.

Safe at home emergency Health

Since January 1, 2022, Veilig Thuis (VT) has been providing emergency Health services Health the voluntary framework for Southeast Brabant. VT signed up for this in a tendering process and entered into a contract that, including renewal options, runs until December 31, 2029. VT has set up a crisis intervention team (CIT)[1] for this purpose. In April of this year, VT announced that it was experiencing capacity problems with the CIT and that it could no longer guarantee the service internally. A temporary solution has been found for the period up to the end of 2025 in the form of Youth Protection Brabant (JBB)[2] as a subcontractor, financed from the funds VT has received for the CIT.
VT has indicated that it anticipates a financial shortfall of €400,000 for the implementation of urgent Health the CIT in 2026. This shortfall consists of approximately €120,000 for additional necessary capacity and €280,000 as a result of possible cost allocation from the Northeast Brabant (NOB)[3], due to the ongoing deployment of JBB as a subcontractor. VT requests the ZOB region to cover this expected shortfall of €400,000 by means of additional compensation. This proposal provides advice on how to respond to this request. VT indicates that this shortfall stems from an underestimation by VT of the required staffing levels and, consequently, the original pricing and the manner in which the contract was accepted at the time. The organization has indicated that this puts them in a financially vulnerable position and is appealing to the region for compensation.
The Southeast Brabant region will re-tender the urgent Health the voluntary framework as of January 1, 2027. The request for compensation for the CIT therefore only relates to the year 2026.

The council decides:
1. To grant partial compensation of €120,000 to Veilig Thuis from the region as a whole. After distribution, this means €5,991 for Geldrop-Mierlo.
2. Compensation to be calculated on the basis of actual expenditure. 
3. Costs to be distributed across 21 municipalities based on population. For Geldrop Mierlo, this amounts to €5,991.
4. Responsibility for passing on NOB costs to be left with Veilig Thuis.
5. Coverage within existing municipal youth budget. FCL 6682001. 
6. Include budget amendment in the 1st Interim Report 2026 and the Social Domain Quarterly Report.
