Council information letter VNG Annual Conference 2025

On June 17 and 18, the 21 municipalities of the Brainport region together with the province of North Brabant will be the host region for the VNG Annual Conference 2025. The organization for the congress with the motto "Together we make the Future" is now in full swing. VNG is organizing both plenary mornings and the general meeting of members. The Brainport region provides the decentralized afternoon sessions and the plenary evening programs. At least one of these afternoon sessions will take place in each municipality. In Geldrop-Mierlo, in the session to be organized by us, we will take the directors to Landgoed Gulbergen. Where we address the unique collaboration for the development of Gulbergen. From once a regional waste dump to a green, recreational solution. With this we profile Geldrop-Mierlo not only within the Brainport region as that green, recreational residential municipality. But we also get the chance to bring our unique way of working together on a complex issue to the attention of the Dutch government.

The College decides to forward the council information letter to the City Council.

B&W recommendation Final design bus lane Mierloseweg

The regional Accessibility Agreement includes the realization of a bus lane on the Mierloseweg (road section Grote Bosweg-Dwarsstraat). The project is also included in the activity plan for the year 2024 with an amount of € 530,000. Meanwhile, the preliminary design for the realization of the bus lane has gone through the formal public participation procedure and the final design can be established. Implementation of the project is planned for 2025.

The college decides to approve the final design for the construction of a bus lane on Mierloseweg (Grote Bosweg-Dwarsstraat road section), dated February 26, 2025;

Advisory note Subsidy scheme for disconnecting rainwater on private property 2025

Already since 2022, residents can use a subsidy scheme for disconnecting rainwater. To continue the scheme into 2025, the college must reauthorize the scheme.

The college decides:
1. To adopt the subsidy scheme "disconnecting rainwater on private property Geldrop-Mierlo 2025".
2. To adopt the attached grant application and grant determination forms for grant applications.
3. To mandate the Team Manager Realization for the implementation of the "Subsidy Scheme disconnecting rainwater on private property Geldrop-Mierlo 2025" in accordance with the attached concept.
4. To open the electronic way for applications within the framework of the 'Subsidy Scheme for disconnecting rainwater on private property Geldrop-Mierlo 2025'.
5. To set the subsidy ceiling of € 65,000 for 2025, charged to fcl 67200012.

Advisory note petition Amundsen Street

On Oct. 21, two residents from Amundsen Street presented a petition to Alderman Stravers. The main points for the petitioners are the improvement of a playground and the construction of a crosswalk. They are also asking a number of questions. Over the past period we have been in conversation with the petitioners. We cannot meet all the wishes, but have looked together with them at what is possible. We present this result to the college.

The college decides to approve the attached response to the petition.

Dog Policy Advisory Note

In 2024, the current dog policy of the municipality of Geldrop-Mierlo was evaluated by research agency Beheeraccent. The report shows that the current policy rules and facilities are only partially effective and that there are areas for improvement among both dog owners and non-dog owners. Key recommendations include simplifying rules, improving communication, and redesigning dog facilities to reduce nuisance and encourage responsibility among dog owners. The evaluation serves as a starting point for discussion with the council and further policy development.

The college decides:
1. To take note of the dog policy evaluation report (2024).
2. To take note of three scenarios for the new dog policy resulting from the study by Beheeraccent and the image-forming presentation in the college February 4, 2025.
3. To approve to discuss the outline of the evaluation and the three scenarios image-forming in the Space Committee.

Advisory note refusing 3 environmental permits Barrier

On behalf of Brekelmans Vastgoed B.V., three environmental permit applications were submitted on December 22, 2023, for the Barrier in Geldrop. The applications provide for an energy hub (gas station), restaurant (KFC) and a car wash, respectively. All three applications conflict with the prevailing zoning plan Bedrijventerrein de Barrier (2010). Your college is requested to take a (draft) decision on the three applications.

The college decides:
1. To disregard the application submitted on December 22, 2023 for an ernergiehub at the Barrier in Geldrop.
2. To disregard the application submitted on December 22, 2023, for an environmental permit for a restaurant on the Barrier in Geldrop.
3. To disregard the application for environmental permit for a car wash at the Barrier in Geldrop submitted on December 22, 2023.

College Proposal Work Plan 21 for Youth 2025

This is a regional proposal received, along with other college proposals, in December. After consulting with the secretary of 21 for Youth, it was decided to forward the other college proposals directly and as soon as possible, which is why this college proposal is only being submitted now.

The College decides:
1. To agree to the agreements, budget, governance and distribution of resources from the 'Work Plan 21 for Youth 2025'.
2. To agree to a cooperation between municipalities to use resources of the Bovenregionaal Expertisenetwerk Jeugd Brabant/Zeeland for the further development of the Regional Expert Team.
3. Request the mayor to grant power of attorney to Alderman Toub of the municipality of Eindhoven to sign on behalf of the municipality of Geldrop-Mierlo the 'Collaboration agreement RET 2024/2025 Bovenregionaal Expertisenetwerk Jeugd Brabant/Zeeland and representation of municipalities/Regional ExpertTeams' 1 January 2024 to 31 December 2025' so that resources from the Bovenregionaal Expertise Netwerk Jeugd Brabant/Zeeland for the further development of the Regional ExpertTeam, in conjunction with regional supply complex problems, can be deployed for the Southeast Brabant region.

College response to initiative proposal pilot access

The college will provide a written response to the initiative proposal from We are Geldrop-Mierlo|VVD by March 18.

The college decides:
1. to agree to the attached memo, in which the college proposes to the initiator:
a. to give the college room to broaden the objectives from the initiative - to social domain wide objectives - and no longer to focus them on (access to) Youth Aid;
b. recognize the broadened objective in the project approach 'Solid Local Teams'; c. not instruct the college to form an additional separate team or start a pilot in addition to the project approach of Solid Local Teams which includes an exploration process.
2. To forward these to the initiators of the proposal, also informing the council.

Urban planning vision Lommerrijk Geldrop dated March 13, 2025

This proposal concerns the urban development vision for the project Lommerrijk, part of the Center Impulse Geldrop. This vision provides space for the construction of various types of housing in different price ranges. In addition, there is room for greenery with a central accessible place for playing, meeting, walking and cycling, where cars and parking are located at the edges of the area. This vision was created through multiple participatory meetings and frameworks, so this urban planning vision and the follow-up steps can be submitted to the council for approval.

The college decides:
1. To approve the urban design vision for the Lommerrijk project.
2. To agree to the attached council proposal and forward it to the council.
3. To agree to the attached agenda request and forward it to the agenda committee.
