In response to a newspaper report about ducklings, GreenLeft asked Article 36 questions. This advisory note seeks the college's approval to answer the questions after which they can be forwarded to the Municipal Clerk’s Office.

The College decides:
1. To agree to answer the art. 36 questions.
2. To agree to submit the answers to the Municipal Clerk’s Office for transmission to the council.

Advisory note BOB 2 complete Pankenstraat to Berkhouthof

On December 20, 2022, the college decided on objections from several local residents regarding the street naming and house numbering of the Burgemeester Berkhouthof in Mierlo. In the same decision it was decided to rename the street from the t-junction in the burgemeester Pankenstraat at house numbers 16 and 18 to "burgemeester Berkhouthof" with corresponding renumbering of the houses located there. The December 20, 2022 decision has been objected to by several local residents. This advisory note deals with the decision to be made on the objection.

The College decides:
1. To declare the objections admissible, but to leave unchanged the decision of December 20, 2022;
2. To agree to the draft Decision on Objection in which the decision of December 20, 2022 is provided with further reasons;
3. To agree to the informational letter to the street residents who did not object to the December 20, 2022 decision.

Project plan Nu Niet Zwanger region Brabant-Zuidoost 2023

The Nu Niet Zwanger (NNZ) program supports vulnerable people (m/f) to make a conscious choice about the timing of their desire to have children so that they do not become unintentionally pregnant. One in five women in the Netherlands become unplanned pregnant of which 68% are unwanted (Fiom,2017). Often the child grows up in a safe and loving environment but things can also turn out differently so that a home situation becomes worrisome or even unsafe. NNZ is committed to intensive counseling, on a voluntary basis, with a proactive personal approach. Starting with an honest conversation about wanting to have children, sexuality and contraception, in which their questions, needs and possibilities and impossibilities are considered from the perspective of their environment.

The Ministry of Health, Welfare and Sport has commissioned the national rollout of the NNZ program, and the program is therefore included in the national action program Kansrijke Start under the action line: before pregnancy. In the Brabant-Zuidoost region, there is support among 21 municipalities for the broad rollout of NNZ in the municipalities concerned. The implementation of Nu Niet Zwanger is designed and carried out by GGD Brabant Zuidoost.

The College decides:
1. To agree with the roll out of the Program Now Not Pregnant in the municipality of Geldrop - Mierlo.
2. To agree with the annual costs of Nu Niet Zwanger according to the table under the heading finances and to cover this from the financial resources Brede Spuk (GALA).

Draft Heiderschoor and Broekstraat zoning plan

The pig farm at the above location in Mierlo has been remediated under the Piggery Remediation Subsidy Scheme (Srv). This involved the demolition of all agricultural buildings and the revocation of the environmental permit. In order to provide the site with an appropriate rezoning, the zoning plan must be revised. The (financial) agreements about this have been laid down in an anterior agreement between the municipality and the initiators.

The College decides:
1. To approve the draft zoning plan.
2. To agree to the attached antecedent agreement.

Advisory note Mandate Agreement Integral Care Agreement cooperation region Eindhoven e.o.

The healthcare system in the Netherlands is under great pressure. The number of elderly and vulnerable residents will increase significantly in the coming decades, while the number of care professionals and informal caregivers will decrease. Health funding is inadequate, laws and regulations no longer always appropriate. This calls for a new way of looking at the broad field of health, Health and well-being and for an unconventional and disruptive, but also structural and sustainable change of the current healthcare system and society.
On December 2, 2022, parties (including the Ministry of Health, Welfare and Sport and umbrella organizations of hospitals, mental health care, elderly care, general practitioners and municipalities) signed the Integral Care Agreement (IZA), with the goal of keeping Health good, accessible and affordable for the future.
The IZA includes the appointment of one regional coordinator within a cooperation region and, preferably, authorizing the center municipality to perform this task.

Advisory note - decision on objection

A notice of objection was filed against the decision of the college designating four trees as protected timber stands. The Objections Committee recommended that the objection be declared admissible and that the contested decision be upheld.

The College decides, in accordance with the advice of the Objections Committee, to declare the objection admissible and to uphold the contested decision (the designation of four trees as protected timber stands) unchanged.

Advisory note Amendment of statutes Centrummanagement Geldrop

In connection with the new legislation WBTR (Wet Bestuur en Toezicht Rechtspersoon) Stichting Centrummanagement has amended its statutes. According to article 6 paragraph 7 of the statutes, each amendment of the statutes must be approved by the Municipal Executive of the Municipality of Geldrop-Mierlo. The amended statutes are now before us.

The college decides to approve the amendment of the statutes of center management Geldrop.

Advisory note realizing wooden bulkheads Strabrecht

On July 15, 20019 environmental permit was granted for the realization of the new building of the Strabrecht College. Part of the authorized building plan were wooden enclosures around the technical installations on the roof of the school building. This proposal deals with adding these enclosures to the building.

The College decides:
1. To agree to the quotation submitted by SILFO from BINX Smartility for the casing of the technical installations on the roof of Strabrecht College;
2. Press the costs of € 270,919.40 ex VAT on the investment credit of the Strabrecht College.
3. Determine that SILFO will take care of an adjusted statement/addition from the accountant about the remaining credit, taking into account costs for encasing the technical installations on the roof of the school building.

Advisory note on adjustment GR VRBZO 2024

As of July 1, 2022, the Joint Arrangements Act has been amended. This makes it necessary to amend the Joint Arrangement Security Region Brabant-Zuidoost (VRBZO). New is now that the council must be given the opportunity to express an opinion on the draft of the amended Joint Scheme.

The college decides to submit to the council for decision the council proposal Adjustment Joint Regulation Safety Region Brabant-Zuidoost, containing the following decision points: 

  1. To take note of the draft Joint Arrangement Security Region Brabant-Southeast 2024.
  2. Not to submit a view on the draft scheme.

Advisory note College recommendation on merger of De Rots and De Regenboog elementary school

The college is asked for its opinion on a submitted Merger Impact Report, an FER. This FER focuses on the proposed merger between Silfo Elementary School De Regenboog and Eenbes Elementary School De Rots. After the merger, the school will continue as De Rots Elementary School and will fall under the administration of Eenbes Elementary Education. The college decides positively on the Merger Impact Report (FER).

The College decides:
1. To give a positive opinion on the Merger Impact Report (FER) Silfo Elementary School The Rock and Eenbes Elementary School The Rainbow.
2. To send the attached letter to school board Silfo and school board Eenbes.
