Board proposal Parking solution parking lot De Meent

Housing construction in the center of Geldrop requires additional parking spaces. The council has decided that parking lot De Meent will be used as a location to realize more parking spaces. We gave an image-forming presentation in the Space Committee on February 3. In order to start the participation process with the surrounding area, we need frameworks. With these frameworks the parking solutions can be further developed.

The college decides:
1. To agree to the attached council proposal parking solution De Meent parking lot.
2. To forward the council proposal to the council.

College proposal Programmatic approach to housing

In late 2024, a programmatic approach to the housing challenge was worked on by consulting firm AT Osborne in collaboration with our municipality's Housing Task Force. The programmatic approach can provide more direction and consistency in the housing portfolio. The presentation has already been discussed with your college on January 28.

The college decides:
1. To agree to the attached memo.
2. To forward the attached memo with agenda request to the Space Committee.

College proposal Council information letter Housing Service Dommelvallei

At the end of December 2024, we received information from the municipality of Nuenen regarding the housing of their town hall. This included information about the housing of the Dommelvallei Service, which is now housed at Dorpsstraat 210 in Mierlo. In addition, the college wishes to inform the council about the developments regarding Dorpsstraat 210 in Mierlo.

The college decides to approve the attached council information letter and forward it to the council with attachment.

College proposal Quarterly report social domain task force Q4 2024

Every quarter the council is informed about the progress of the social domain task force. At the request of the council, the progress of the task force is further explained through a presentation in the Society Committee.

The college decides:
1. To approve the content of the quarterly report of the Task Force on Social Domain Q4 2024.
2. To forward this to the council by means of a RIB.
3. To agree to the agenda request for the Society Committee on March 11 to further explain the progress of the social domain task force.

Advisory note Views on draft 1st amendment budget 2025 VRBZO

The General Board of Veiligheidsregio Brabant-Zuidoost (VRBZO) has sent the draft 1st amendment of the budget 2025 to the councils of the participating municipalities with the request to submit an opinion on it before March 20, 2025. On January 7, 2025, your college adopted a council proposal for this viewpoint procedure in which you advised the council not to submit a viewpoint on the draft budget amendment with an increase in the municipal contribution. In the meeting of the General Affairs Committee on February 10, 2025, the council requested that the draft letter to VRBZO be supplemented in order to submit an opinion.

The college decides:
To agree to the amended council proposal view on draft 1st amendment 2025 Security Region Brabant-Zuidoost, in which the following decision points are presented to the council:
1. To submit a view on the 1st draft budget amendment 2025 Security Region Brabant-Zuidoost and to inform VRBZO of this with the attached letter.
2. To agree to the financial consequences of the 1st draft budget amendment 2025 VRBZO and to charge € 37,059 to the contingencies item and to charge the remainder of € 60,258 to the budget balance.
3. To adopt the 2nd Budget Amendment 2025 Municipality of Geldrop-Mierlo.

Preparation credit for combined new special education elementary school Van der Putt and Vijfblad elementary school at Linze location in Geldrop

The new Van der Puttschool to be built will be located between sports hall de Kievit and elementary school Vijfblad. In 2024, it was examined which school buildings would fall under the municipality's duty of care in a subsequent IHP. This showed that the building of elementary school Vijfblad is qualitatively outdated and that this building too will require a targeted investment or new construction in the short term. Because both schools will soon be located next to each other, we looked into the possibility of using the same building together. A preparatory loan is needed to be able to start developing a plan for the combined new Van der Putt and Vijfblad school buildings until the realization is put out to tender.

The college decides:
1. To agree with the council proposal preparation credit for combined new elementary school for special education Van der Putt and elementary school Vijfblad at location Linze in Geldrop.
2. To submit this council proposal for decision to the committee Samenleving of March 11, 2025 and to the council of March 31, 2025.

The Lucia and Loeswijk elementary schools have worked together for years under the name child center Puur Sang, but are located at two sites. Both schools would like to work together as one school under the same roof. Unfortunately, both school buildings, both from 1972, are proving difficult to adapt to the changing demand for education. Therefore, with the adoption of the IHP-2021-2025 in December 2021, the council agreed to a uni location for Pure Sang at the Loeswijk location, The design process for the uni location will be initiated in mid-2025. A preparatory appropriation is needed to initiate the development of a plan for the until tendered realization.

The college decides:
1. To approve the council proposal for preparation credit uni location Puur Sang location Loeswijk.
2. To submit this council proposal for decision to the Society Committee on March 11, 2025 and to the council on March 31, 2025.

Provide final credit for new Skandia multipurpose building

In the fall of 2024, the structural design of the Skandia multifunctional building with the accompanying proposed layout of the public space (parking spaces, adaptation of traffic situation) was approved by all partners. The structural design of the multifunctional building will be further developed into a final design, so that the tendering process can start before the summer vacations of 2025. In order to allow construction to start in the first quarter of 2026, Algeco installed the temporary classrooms in June 2025, so that the school and the neighbourhood association could start using them after the summer vacations. Demolition of the current school building could begin after the summer vacations. To enable realization of the multi-purpose building, a final appropriation is requested.

The college decides:
1. To approve the council proposal final credit for new Skandia multipurpose building.
2. To submit this council proposal for decision to the Society Committee on March 11, 2025 and to the council on March 31, 2025.

In the council of December 13, 2021, the Integral Housing Plan (IHP) 2021-2025 Education Opvang Geldrop-Mierlo was adopted and it was decided to include the financial consequences of the plan proposals in the Multi-Year Program Budget 2022-2025. At that time it was not clear what the final plans and the investments required for them would be. Reason for council to ask in October 2024 a reassessment of all plan proposals IHP 2021-2025 with a financial look-through (including new multi-purpose building Skandia) showing how the charges for the coming years develop and are covered.

The college decides:
1. To approve the council proposal to recalibrate IHP 2021-2025.

Board Proposal Beethoven Funds Acceleration of Housing Construction.

On February 3, 2025, the Beethoven Funds Acceleration Housing Scheme was explained in the Space Committee. To arrive at a good proposition, it is important that we look at where the housing task can land. In doing so, we make a connection to the principles that you as a council have laid down in the Policy Choices for Housing memorandum. The possibilities for expansion within our municipality are limited, making infill locations more obvious. A careful integration into the existing environment is necessary. This is not just about fitting in a number of houses, but also about seizing opportunities to link tasks in other areas to this housing task. A link with the desired transformation strategy is important in order to achieve powerful and livable districts and neighborhoods. Cooperation with the three housing corporations operating in Geldrop-Mierlo is crucial in this (Wooninc., Woonbedrijf and Compaen). In the spatial perspective, we want to create a picture of where this task can land, and provide insight into why these locations emerge as potential areas for housing and what dependencies exist between them. The latter can be caused by various aspects; for example, public housing (slide plate social housing) but also functionally. We want to discuss with the Space Committee a first draft of the spatial perspective. Because the spatial perspective includes not only current plans, but also potential plan locations that we can bring forward in time, carefulness in the discussion is important. Therefore, it was also discussed in the Space Committee on February 3 to do this in private.

The college decides:
1. To agree to the attached memo.
2. To forward the attached memo with agenda request to the Space Committee.

Advisory note Conversion of DDV into business operation organization

To strengthen the Dommelvallei Service (DDV), the DDV Executive Board has decided to convert the public body into a business operation organization. To this end, the DDV regulation must be amended. The college has agreed to the amended arrangement subject to council approval. It was also decided to seek council approval by submitting a council proposal to the council for decision.

The college decides:
1. To agree to the establishment of Joint Arrangement Bedrijfsvoeringsorganisatie Dienst Dommelvallei subject to the approval of the council.
2. To submit the council proposal Conversion of the Dommelvallei Service into a business operation organization (consent of the college) to the council for decision-making.
