Decision list public college meeting dated July 9, 2024

The decision list of the July 9, 2024 public college meeting is adopted as presented.

Advisory note extending letter of intent Pali

Pali Geldrop b.v. (hereinafter Pali) intends to sell the two locations in Geldrop to the municipality. Therefore, on November 29, 2023, an intention agreement was concluded between the Municipality of Geldrop-Mierlo and Pali.
This agreement ends by operation of law on August 1, 2024, however, this term can be extended if both parties wish. At this moment there is no agreement between the parties, but given the constructive talks both parties want to extend the term until December 31, 2024.

The college decides:
1. to agree to extend the term of the agreement of intent between the Municipality of Geldrop-Mierlo and Pali until December 31, 2024.
2. To agree to the attached addendum.

Advisory note adopting Tam Environmental Plan Oudvensestraat South

For the purpose of extending the preferential right and establishing a financial and spatial framework for three municipal ambitions (water storage for the Mierlo core, additional access and housing construction), a Tam Omgevingsplan has been drawn up for the Oudvensestraat-zuid plan area. The draft zoning plan has been available for public inspection for 6 weeks (until June 28, 2024), and must be adopted by the council.

The college decides:
1. to agree with the proposed response to the views;
2. to agree with the Tam Environmental Plan ''Oudvensestraat-zuid'' with plan identification number NL.IMRO.1771.TAMOPH22aOudvenZd-ON01, to forward it to the council and request it to adopt the Tam Environment Plan as amended;
3. To mandate a deputy portfolio holder to incorporate final adjustments to the Tam Environment Plan before it is sent to the Municipal Clerk’s Office Office on August 9 in preparation for the August 26 Space Committee.

Advisory note preliminary design public space Genoenhuizerweg 6

The Genoenhuizerweg 6 site is being developed for housing. The zoning procedure has now been completed. Following this, the municipality must prepare the plan area for construction and housing and organize the public space. A (preliminary) design has been drawn up for this.

The college decides:
1. To approve the preliminary design for the public space of Genoenhuizerweg 6 e.o. and to release it for public participation.
2. To charge the costs for the design of the public space, including the redesign of the existing road, to the land exploitation of the Genoenhuizerweg 6 project.

Adopt Pheasant Avenue West zoning plan

There is a need for new housing in Mierlo. Expansion district Luchen still offers room for new housing on the municipality's own land, on the east and west sides of the district. Fazantlaan-West is a logical location to realize new housing and thus form a completion of the Luchen neighborhood on the southwest side. The housing program in the Fazantlaan-West subarea consists of 15 bungalows (self-build plots), 5 detached houses (self-build plots) and a maximum of 15 tiny houses. Based on the current zoning plan, this development is not permitted, requiring a zoning procedure. Therefore, the zoning plan Fazantlaan-West (Luchen) that is before you has been drawn up. The new zoning plan provides for the development of a residential area, including greenery, water and infrastructure.

The college decides:
1. to agree with the proposed response to the views;
2. to agree with the zoning plan 'Fazantlaan-West' with plan identification number NL.IMRO.1771.BPFazantlaanWestLu-ON01, to forward this to the council and request it to adopt the zoning plan as amended;
3. To agree with the intention to include the trees as listed in Appendix 8 (Valuable Trees Luchenseheide 17) on the valuable trees list.

Subsidy scheme for volunteer organizations municipality of Geldrop-Mierlo 2025-2028

The 2021-2024 subsidy scheme is valid until December 31, 2024. A new legal framework (new subsidy scheme) therefore needs to be established in 2024 for subsidization from 2025. This advisory note relates to the new subsidy scheme to be established 2025-2028. This advice note explains the main changes in the new scheme and how the scheme will contribute to strong networks in the districts of Geldrop and Mierlo.

The college decides to approve the 'subsidy scheme for volunteer organizations municipality of Geldrop-Mierlo 2025 - 2028'.

Advisory Note Events Policy Choices

The policy around events is outdated and in need of renewal. The process will be done in 3 steps: the starting points events, the policy choices events and the implementation program events. In June 2024, the starting points were adopted by the City Council. In this advisory note, the policy choices are presented and forwarded to the City Council. After adoption of the policy choices, work will begin on the implementation program. These policy choices are part of the theme Economic Strength within the program Futureproof Geldrop-Mierlo.

The college decides:
1. To approve the Events Policy Choices.
2. To agree to the City Council proposal Policy Choices Events and forward to the City Council.
