Advisory note on granting subsidies from the Entrepreneurs Fund 2026

The Geldrop Center Management Foundation and the Mierlo Center and Ribbon Management Foundation have submitted an application for a Center Management 2026 subsidy (formerly known as the Entrepreneurs Fund subsidy).

The council decides:
1. To grant Stichting Centrummanagement Geldrop a subsidy of €113,970.20 for 2026.
2. To grant Stichting Centrum- en Lintenmanagement Mierlo a subsidy of €55,938.80 for 2026.

Advisory memorandum on designating permanent spreading fields

The council received a request from the Parish of Saint Nicasius to designate a permanent scattering area at the St. Jozef cemetery in Geldrop and the H. Lucia cemetery in Mierlo.

The council decides:
1. To grant a permit for the designation of the entire St. Jozef cemetery on Dwarsstraat in Geldrop as a permanent scattering ground;
2. To grant a permit for the designation of the entire H. Lucia cemetery on Heer van Scherpenzeelweg in Mierlo as a permanent scattering ground.

Advisory memorandum Unsolicited advice Wmo advisory council - Akert survey

On October 13, your council received an unsolicited recommendation from the Wmo Advisory Council. The recommendation concerns the survey conducted by the Advisory Council in Akert regarding awareness of the Wmo. In accordance with the agreements made with the Wmo Advisory Council, a copy of the council's response letter will also be sent to the municipal council. A Council Information Letter has been drawn up for this purpose.

The council decides to agree to:
1. The response to the unsolicited advice from the Wmo Advisory Council, which shows that the council:
a. welcomes the advice;
b. explains that the advice is largely in line with the current working method;
c. Health for updating the Wmo flyer and will consult with the Wmo Advisory Council on this matter.
2. The council information letter informing the municipal council of the response to the unsolicited advice.

Advisory note on termination of agreement Green Zone Insulation

In order to implement the Green Zone Isolation project, we awarded a contract to a consortium in January 2024. They are responsible for the implementation of the project. Winst uit je woning, as intermediary, contact party for residents, and secretary of the consortium, was the main point of contact for the municipal project group. The bankruptcy of implementation partner Winst uit je woning means that a decision must be made about the future of the project.

The council decides:
1. To terminate the agreement with the consortium parties De Groene Zone Isoleren.
2. To inform the Council about developments within De Groene Zone Isoleren by means of the attached council information letter.

Advisory memorandum on further rules for Youth Assistance and the Social Support Act 2025

On January 1, 2025, the Youth Assistance and Social Support Act (Wmo) Regulation for the municipality of Geldrop-Mierlo 2025 came into effect. The present Youth Assistance and Wmo Policy Rules 2026 constitute the current implementation of this regulation and replace the policy rules from 2022, which were no longer in line with the revised regulation. 
The introduction of the policy rules ensures greater clarity, uniformity, and legal sustainability in the implementation of the Youth Act and the Social Support Act. The rules were drawn up in close collaboration with the CMD, PlusTeam, and the Social Support Act Advisory Council. 
The policy rules will come into effect on January 1, 2026. A review round will follow in the course of 2026, in which the regulation, further rules, and policy rules will be further refined and optimized based on practical experience and national developments.

The council decides:
1. To adopt the 'Policy Rules for Youth Assistance and Social Support Act (Wmo) Municipality of Geldrop-Mierlo 2026'. 
2. To bring the 'Policy Rules for Youth Assistance and Social Support Act (Wmo) Municipality of Geldrop-Mierlo 2026' into effect on January 1, 2026, while simultaneously repealing the 'Policy Rules for Youth Assistance and Social Support Act (Wmo) 2022 Municipality of Geldrop-Mierlo'.

Advisory memorandum on preemptive rights in Luchen West - Opinions

On November 4, 2025, the Municipal Executive established a provisional right of first refusal for the Luchen West location. Following the provisional establishment, interested parties were given the opportunity to express their views on the draft council proposal for the confirmation of the right of first refusal. The opinion period ran from November 5, 2025, to December 3. During this period, five opinions were received. This advisory memorandum discusses the response to the opinions and the follow-up process.

The council decides:
1. To decide to forward the council proposal "Establishment of preemptive right Luchen West," amended in accordance with the draft presented, to the municipal council for decision-making. 
2. To approve the opinion note in accordance with the draft presented and to add it to the council proposal "Establishment of preemptive rights for Luchen West" for adoption.

Advisory note Outdoor Media Project (OMP) November 2025

This advisory note elaborates on the commitment made at the council meeting of June 7, 2022, in response to a motion on public notice boards and announcement boards. The municipal council emphasized the importance of accessible facilities where associations and foundations can promote their activities and events. The Village Marketing Foundation was asked to draw up a plan for this, detailing the possibilities for advertising columns, notice boards, and sandwich boards.

The council decides:
1. To install four advertising columns.
2. To replace the seven notice boards with digital full-color boards.
3. The council agrees to the installation of 30 sandwich boards along the main roads.
4. The council agrees to the council information letter.

College proposal to join the Bizob Foundation

The aim of this proposal is to enable GR Youth Region Een 10 voor de Jeugd to participate independently in Stichting Bizob as of January 1, 2026, so that the procurement of youth care can be organized in a more professional, efficient, and direct manner. To this end, the municipal council must first be given the opportunity to express any wishes and reservations it may have.

The council decides to request the municipal council, by means of the attached council proposal, not to express any wishes or reservations regarding the affiliation of GR Jeugdregio Een 10 voor de Jeugd (Youth Region A 10 for Youth) with Stichting Bizob.

College proposal Profiling Geldrop-Mierlo

The municipality's DNA forms a solid foundation for a distinctive identity. From this basis, it is possible to translate this into a strong brand for Geldrop-Mierlo. The Village Marketing Foundation therefore went in search of 'the story' and DNA of Geldrop-Mierlo. What is typical of Geldrop-Mierlo? What is our (individual and collective) identity and how do we distinguish ourselves? We will share our findings and the opportunities this offers for a strong profile and positioning of Geldrop-Mierlo (within Brainport) with the council. We will also discuss the possibilities that a strong brand offers when we, as a municipal organization, work together with residents and entrepreneurs to build it.

The council decides:
1. To inform the council about the results of the Village Marketing study concerning the story of Geldrop-Mierlo.
2. To approve the agenda request for the AZ Committee.
