Adviesnota Zienswijze ontwerpbegroting 2026-2029 Dienst Dommelvallei (DDV)

The municipality of Geldrop-Mierlo, as a participant in the Joint Scheme Service Dommelvallei (DDV), has the opportunity to submit an Opinion on the 2026-2029 multi-year budget. The Opinion procedure enables municipalities to formally react to the content and financial consequences of the proposed budget, before it is finally adopted by the General Board of the DDV. The municipal council is hereby asked to adopt the draft opinion. It will then be brought to the attention of the DDV Executive Board. The view must be submitted by June 25, 2025.

The college decides:
1. To submit the council proposal Zienswijze conceptbegroting 2026-2029 Dienst Dommelvallei (DDV), containing the following decision points, to the council for decision-making:
1. To take note of the draft budget DDV 2026-2029 and accompanying documents;
2. To adopt the enclosed view on the draft budget DDV 2026-2029 and forward it to the Executive Board DDV;
3. To decide to incorporate the financial consequences, after adoption in the AB, for the municipality of Geldrop-Mierlo in the program budget 2026 and multi-year estimate 2027-2029.

Information note Agenda request cie. Space

On January 1, 2024, the Omgevingswet entered into force and every municipality in the Netherlands will have one environment plan by law. This concerns the so-called temporary environment plan, which consists of all current zoning plans (management regulations), as well as rules that move from the state to the municipality (so-called dowry) and certain rules from municipal ordinances. All municipalities face the task of converting this temporary environment plan into a new, fully-fledged environment plan that meets all legal requirements. For this we have until January 1, 2032 at the latest. In accordance with the previously adopted Plan of Action, we choose to approach this transition step-by-step and (primarily) area-oriented. In this we are being guided by the BügelHajema agency. The first subarea for the new environmental plan is the Genoenhuis residential area in Geldrop. According to schedule, we want to submit this first amendment of the environment plan to the council for adoption in early 2026. In order to involve the council at the front, we propose to inform the committee Ruimte next June 3 in more detail about the task and our approach and present where we stand now. The committee members are asked to share their wishes, concerns and ideas, so that we can shape the process together from the beginning.

The College decides to forward the attached agenda request to the Space Committee.

College proposal second presentation programmatic approach to housing

In late 2024, a programmatic approach to the housing challenge was worked on by consulting firm AT Osborne in collaboration with our municipality's Housing Task Force. The programmatic approach can provide more direction and more consistency in the housing portfolio. An initial presentation has already been made on March 10, 2025.

The College decides to forward the attached agenda request to the Space Committee.

CPT Advisory note college proposal update APV 2025

Due to new developments, it is desirable to update the General Local Ordinance (hereafter APV).

The college decides:
1. To approve the APV 2025;
2. To submit the council proposal APV 2025 to the council for decision;
3. To propose to the council that the APV 2024, last amended by council decision of September 16, 2024, be repealed as of the date the APV 2025 enters into force; 4. To adopt the updated implementation and designation decree associated with the updated APV.

College proposal Council information letter MOTION additional artificial turf field MIFANO

At the end of 2024, the group chairmen of political parties from Geldrop-Mierlo visited soccer club MIFANO at the invitation of MIFANO's board. The soccer club indicated that in recent years they have had several problems with a shortage of field capacity. As a result, they have had to cancel a large number of training sessions. This at the expense of their members' sports and exercise time. According to the board, the biggest reason for the shortage of field capacity is not the number of fields, but the climatic conditions we have had to contend with in recent years. The solution to the problem, according to MIFANO, lies in converting one of the natural grass fields to an artificial turf field. In a motion by DPM, CDA, SAMEN and DGG on Jan. 27, 2025, the college was asked to investigate whether there is actually a need for a second artificial turf field for MIFANO. On April 16, Green Engineers delivered an advisory report in response to this request. This report gives reason to further investigate the situation at Sportpark de Ark and enter into discussions with the parties involved.

The college decides to agree to forward the attached council information letter to the council of Geldrop-Mierlo.

Board proposal Answering Art. 36 questions 2025.36.014 by SAMEN on Rate Change for Environment Street

SAMEN asks Article 36 questions about the recent policy change to eliminate the disincentive tariff for wet mattresses. Since Jan. 1, 2024, Extended Producer Responsibility (UPV) for mattresses has been in effect. This means that the cost of processing this waste stream is paid for entirely by producers. Like all other waste streams for which there are no processing costs, mattresses can be offered free of charge at the environmental street. The condition for processing mattresses is that they must be offered dry. To achieve this, in consultation with Cure, a discouragement fee of €20 has been set for wet mattresses only since January 1, 2024, as a financial incentive to offer the mattresses dry. The policy change for wet mattresses as of January 1, 2024 did not benefit uniformity among Cure municipalities and the reduction of litter. Therefore, in early March 2025, in consultation with Cure, it was decided to reverse the previously instituted discouragement fee for wet mattresses. As a result, simply all mattresses can now be offered free of charge at the environmental street. This simplified arrangement is a lot easier to communicate to residents.

The College decides:
1. To approve the attached response to SAMEN's written questions;
2. Forward response to the City Council through the Municipal Clerk’s Office .
