3 | College proposal RIB tax write-down Groot Luchen The council recently approved six of the seven decision points in the advisory memorandum on the mandatory tax write-down of the Groot Luchen land development project in response to the 2019 tax assessment imposed by the Tax and Customs Administration. The council did not agree with the manner in which the municipal council would be informed. It had been proposed to inform the General Affairs Committee orally on November 24 during the discussion of the interim report. Further accountability would then take place via the land policy section of the 2025 annual accounts. The municipal executive has decided to inform the municipal council via a council information letter. The attached council information letter has been agreed with the portfolio holders for land management and finance. As they do not (have not been given) a mandate for this, it must be resubmitted to the municipal executive for a decision. The council decides:
4 | Advisory note on updating regional cooperation, ROZE foundation This proposal updates regional cooperation on the care of stray animals. The municipality of Deurne formally joins the covenant and service agreement with Stichting ROZE. In addition, mandate and supervision agreements are amended to continue to comply with the legal requirements for quasi-insourcing and to strengthen the governance of the foundation. This ensures the continuity and legitimacy of regional animal shelter services. The council has decided to approve the update of the regional cooperation with Stichting ROZE by allowing the municipality of Deurne to join the covenant and the service agreement, and by adjusting the mandate and supervision agreements. This will prevent legal risks, comply with tendering rules, and ensure that the regional shelter for stray animals remains sustainably and efficiently organized.
5 | College proposal to put the presentation 'Brainport for Each Other' on the agenda. The municipal council has made structural funds available to become a member of the Brainport voor Elkaar association. The group management team has decided to become a member of the association as a municipal organization (the legal entity under public law). The council decides to approve the agenda request for the Social Affairs Committee for a presentation by (the program office of) "Brainport for Each Other."
