College proposal Budget legitimacy financial statements 2023

After consultation with the auditor, a proposal will be made to the Audit Committee regarding the method of operation for the 2023 budget accuracy financial statements. The attached operating procedure has been placed on the agenda for the Audit Committee on December 4, 2023.

The college decides to take note of the method of working on budget legitimacy of the 2023 financial statements.

Advisory note on grant making sports and welfare accommodations more sustainable

The municipality of Geldrop-Mierlo wants to be CO2 neutral by 2050 at the latest, but is committed to achieving this earlier if possible. To achieve this, at least 30% energy savings must be achieved compared to 2017. As part of the Sustainability Program and the accompanying Implementation Agenda 2023-2026, the council has made funds available for a subsidy scheme to make sports and welfare accommodations more sustainable. This concerns an estimated 32 buildings not owned by the municipality.

The College decides:
1. To agree with the Policy Rule subsidy sustainable sports and welfare accommodations Geldrop-Mierlo 2024-2026.
2. To agree to the deployment of € 300,000 for the preservation of non-municipal buildings in accordance with the attached project plan.
3. To agree to take a mandate decision to grant a mandate to the Team Manager Spatial Development to decide on applications for the granting and determination of subsidies on the basis of the Policy Rule subsidizing sustainability of sports and welfare accommodations Geldrop-Mierlo 2024-2026.
4. To agree to the attached Council Information Letter.
5. To forward this Council Information Letter to the council via the Municipal Clerk’s Office .

College proposal grant application Adult work foundation LEV group 2024

In accordance with the mandate regulations of the municipality of Geldrop-Mierlo, the college must annually determine the amount of the subsidy for Stichting LEVgroep. With this advice note, the college is asked to determine the amount of this subsidy for 2024.

The college decides to approve:
1. A grant of €700,344.37 to the Adult Work of the LEV Group Foundation;
2. Adding € 15,000 in the first interim report 2024 to FCL 6610023 Voluntary Work.

Advisory note draft structure vision post office

The area around the old post office is a housing site under the housing impulse. Therefore, we want to create a new residential area here. In the past we have established WVG for this location. We have worked out the building possibilities in a structural concept, which also allows us to perpetuate the WVG.

The College decides:
1. To approve the draft Post Office Location Structure Vision;
2. To agree to make the draft structural vision available for inspection.

Advisory note on grants to professional organizations 2024

By means of this advisory note we ask to approve the proposed subsidy amounts for the year 2024 to Basic Library Dommeldal, Stichting Landgoed Kasteel Geldrop and MFA Mierlo. The subsidies to Stichting LEV-group, Stichting De Wiele and Stichting Kunstkwartier are not part of this advice note. The memorandum and Appendix 1 explain why this is the case and what the next steps are.

These grants are before the Board for decision because since 2022 the Board must agree to the grants to eight professional organizations: Basic Library Dommeldal, Stichting MFA Mierlo, Stichting Landgoed Kasteel Geldrop, Stichting Weeffabriek, Stichting De Wiele, Stichting Kunstkwartier and Stichting LEV-group. This is because in 2021 the mandate arrangement was changed for this purpose. For professional organizations not mentioned in this proposal, the mandate lies with the Department Manager Society.

The College decides:
1. To approve a grant of € 840,633 to Dommel Valley Elementary Library.
2. To agree to a subsidy of € 297,045,- to Stichting Landgoed Kasteel Geldrop.
3. To agree to a subsidy of € 140,187,- to foundation MFA Mierlo.
4. To agree to a subsidy to Stichting Weeffabriek, after approval by the City Council, as decided by the College.

Advisory note refusing placement on municipal monument list former post office Molenstraat 2

Heritage association Bond Heemschut has submitted a request to classify the former post office, Molenstraat 2 in Geldrop, as a municipal monument. In the meantime, several recommendations have been issued. The Heritage Committee recommends that the building be placed on the municipal monument list. A decision can now be made on the request.

The College decides:
(a) against the request for listing and
b) against the advice of heritage committee, NOT to place the property on the municipal monument list, for reasons included in decision.

Board proposal administrative assignment vision Geldrop-Mierlo 2044

Following the council's adoption of the framework for the Vision Geldrop-Mierlo 2044, it is now up to the college to issue an administrative assignment to the MT. This administrative assignment has been worked out in draft form. Where desired, you can refine this assignment, for example by completing the section 'Accents within the assignment'.

The College decides:
1. To agree with the drawn up administrative assignment to the MT regarding the trajectory to arrive at the Vision Geldrop-Mierlo 2044;
2. To agree to appoint Mayor Van Bree as administrative principal on behalf of the college;
3. To agree to the attached notes on the set-up of vision Geldrop-Mierlo and participation design.

Advisory note Regional mobility cooperation agreement

Within the cooperation form of regional mobility, it has been agreed to achieve efficient and effective cooperation by working programmatically. This contributes to the realization of the regional course, vision and ambitions for the theme of mobility. (Content-related) frameworks and working agreements are needed to work programmatically. This is included in the new Cooperation Agreement on Regional Mobility.

The College decides:
1. To take note of the draft Cooperation Agreement Regional Mobility MRE 2024-2030;
2. To approve the views on the draft Cooperation Agreement Regional Mobility MRE 2024-2030;
3. To approve the council proposal Cooperation Agreement Regional Mobility MRE 2024-2030 and forward it to the council.

College proposal decision on objection

On February 13, 2023, a complaint was filed by the objector regarding the council's conduct with respect to the Mierlo Road redevelopment. The statutory decision period for this complaint expired on June 13, 2023. Since the council did not decide on the complaint within this time limit, a notice of default was filed by the objector on June 1, 2023. By decision dated July 13, 2023 (sent on July 14, 2023), the council decided to declare the complaint admissible and unfounded. The council also decided to reject the notice of default and not to award a penalty payment. This decision was appealed.

The college decides to agree to the attached council proposal.

College proposal annotation Environment Day 13-12-2023

On December 13, 2023, Environment Day will take place. Since the last Environment Day, we are providing one annotation to the college for discussion. This gives the college members going to the Environment Day a complete picture and aligns the input to the college. The agenda and documents were sent to us at a late date. This makes it challenging to annotate on time. It is possible that as a result some topics did not receive input for annotation. Perhaps the portfolio holder can still coordinate with the relevant employee on these subjects prior to the Environmental Day.

The college decides to take note of the annotation prepared and, where necessary, to discuss points among themselves in the college.

Advisory note 2023 award Weaver of the Year v5

This appreciation is intended for persons who in the past year have exceptionally and unpaid dedicated themselves to the Geldrop-Mierlo society in social, societal, cultural, sporting or economic areas. The presentation takes place during the annual New Year's meeting by the mayor on the recommendation of a committee of recommendation.

The College decides to agree to the following decision points:
1. To establish a new appreciation for a special or notable achievement within Geldrop-Mierlo in the past year.
2. To establish a committee of recommendation in the first quarter of 2024.

Advisory note RIB plus team December 2023

In the Bureau of the PlusTeam it was agreed that the municipal councils of Waalre and Geldrop-Mierlo would be informed about the status of the PlusTeam.

The College decides to approve sending the attached Council Information Letter to the City Council.
