Advice note VNG Member consultation adjust maximum deposit housing associations

Corporations can take out loans at favorable Requirements to finance their public housing task, guaranteed by the WSW with the support of the state and municipalities. The amount that housing associations can borrow with guarantees is limited. We call this the maximum guarantee. However, the public housing task has changed significantly since the last adjustment of the maximum guarantee in 2014. Therefore, you have before you a proposal to adjust the maximum guarantee.

The college decides to authorize the town clerk to agree to the proposal at the UNG member consultation "adjust maximum deposit for housing corporations.

Advisory note PDO LOD illegal construction Cross Street

To enable a building plan, a permit application cleared square footage by demolishing another structure on the property. The permit was then granted with that demolition condition. However, the structure to be demolished was not removed. The removal was enforced by means of an injunction. An objection has been lodged against this order. This memorandum of advice is used to decide on that objection.

The College decides, in accordance with the advice of the Objections Committee, to declare the objection inadmissible.

Board proposal art 36 questions DPM on Status of development of housing development Mierlo-Oost (Sanghorst ong.)

DPM has asked questions about status of development of housing on the plot Sanghorst ong. This plot is located in/against the core of Mierlo.
In the attached memo, the questions are provided with a response on behalf of the college.

The college decides to agree to answer the art. 36 questions of DPM on the status of development of housing development Mierlo-Oost.

Advisory note objection padel court Spechtlaan 4

Objection to the granting of an environmental permit for the (engineering) construction activity of a padel court at 4 Specht Avenue.

The College decides:
1. To declare the objection admissible.
2. To declare the objection unfounded.
3. Inform the objectors that this decision can be appealed to the court.

Advisory note Nieuwendijk 24 to accommodate displaced persons

On February 24, 2025, the City Council approved the "Refugee Reception Framework. This memorandum describes the frameworks for organizing structural reception in the municipality for four target groups of refugees.
The present proposal does not concern a form of structural reception, but temporary rental of a building for small-scale reception of displaced persons from Ukraine. The present proposal takes into account and applies the established frameworks by the council.

The college decides:
1 To rent a former store building with upstairs apartment at Nieuwendijk 24 in Geldrop for the duration of one year from mid-March 2025 for the reception of up to eight displaced persons from Ukraine;
2 To do this, to follow an adapted participation process by informing the directly adjacent residents;
3 To inform the city council via a short message from the portfolio holder.

Advisory note Entertainment tax

The municipal financial situation for the coming years is inadequate. In this context, a financial task force has been created to look at how to balance the budget for the coming years. This proposal is an elaboration of taskeforce proposal number 43, introduction of Entertainment Tax.

The college decides:
1. To take note of the fact that there is currently no basis for introducing the entertainment tax.
2. To no longer include the estimated revenue in the 2026-2029 multi-year budget.

College proposal presentation SLT in Society committee

On January 28, the college took a decision regarding the preconditions for the further development of the CMD into robust local teams. This will eventually improve the functioning of the CMD and the service of residents with a help / support question. In the administrative planning, a commitment was made to inform the council about this in the Society Committee on April 8 with a presentation. Through a presentation, the council will be included in the steps taken, the preconditions and the intended follow-up process.

The board is requested to agree to the agenda request and presentation based on the powerpoint presentation. This is because the presentation is very similar to the presentation the college received earlier (in December) in preparation for the January 28 decision.

The College decides to approve the agenda request for the Society Committee for the purpose of a presentation with the update on the "Solid Local Teams.

Advisory note Housing ordinance Geldrop-Mierlo 2025-2029

We want to ensure that people who find themselves in an acute emergency situation and in danger of becoming homeless are helped within the applicable rules. Here it is important that the rules are clear, understandable and transparent. These should be laid down in the Housing Ordinance. Here it is important to do the same in terms of content and planning (before July 1, 2025) as the other municipalities in the SGE.

The college decides:
1. to forward the attached council proposal to adopt the Housing Ordinance Municipality of Geldrop-Mierlo 2025-2029 to the city council;
2. to adopt the Mandate Regulation for the Implementation of the Housing Ordinance Municipality of Geldrop-Mierlo 2025-2029 and the associated mandate list;
3. to adopt the Rules of Procedure Urgency Committee Urban Area Eindhoven 2025-2029.
4. to agree to the agenda request to discuss the Housing Ordinance in the Space Committee of April 7 (judgment-making).
