Advisory note decision on objection__1730511_.

A notice of objection has been filed against the decision of the college granting an environmental permit for the felling of20 trees in the public area in Mierlo. The Objections Committee has recommended that the objection be declared inadmissible and that the objections not be dealt with in substance.

The college decides to declare the objection inadmissible and not address the substance of the objections.

Advisory note Council information letter Supervisor 10 for Youth

On December 13, 2022, the college made a positive decision regarding the advisory note 'Mandate decision to appoint supervisor Youth Act (see Appendix 3). On January 17, 2023, the Society Committee also made a positive decision regarding amending the regulation because of the appointment of a regional supervisor under the Youth Act. In the Society Committee of January 17, 2023, the request came from the council to inform the council about the role and work of the regional supervisor.
The role and activities of the regional supervisor will be sent to the city council for information via a council information letter.

The College decides to approve sending the attached Council Information Letter to the City Council.

Council information letter regional pilot living together on a trial basis

On February 14, 2023, the Helmond City Council passed a motion on probationary cohabitation for people with Social assistance benefit benefits. The Laarbeek City Council considered a motion to the same effect in November 2021. In it, the colleges are requested to set up a pilot in which people with Social assistance benefit benefit can live together for a period of time on a trial basis without this affecting their benefits.
The reason for this was an experiment on this subject in Tilburg. For one year, residents with Social assistance benefit benefits could apply to live together for a period of time without this affecting their benefits. If residents decided to continue living together after the trial period, the benefit was adjusted to the new situation. Results of this trial were positive, residents who participated appreciated this possibility and some continued to live together and flowed out of the benefit permanently. This has since become regular policy in Tilburg.
The daily management of Senzer has therefore decided to carry out a pilot cohabitation for the labor market region Helmond-De Peel from October 2023 to December 2024. The pilot gives the opportunity to offer more customization to residents with benefits who are going to live together. After completion of the regional pilot, Senzer's Daily Board will evaluate whether the tool cohabitation on a trial basis will become part of Senzer's regular services.
Senzer's Executive Board has expressed a desire to inform the council about this and to act regionally in this regard. With the aid of the attached council information letter, the city council members will be informed of this. The same council information letter will also be sent to the other municipalities participating in the GR Senzer.

The college decides to agree to the attached council information letter and to forward it to the City Council on July 13, once decided.

Advisory note RIB GGA Strabrechtseheide.jun23

In 2021, the provincial Green Blue Area Approach (GGA) Strabrechtse heide and Beuven project started. In it, many area partners are working together, including the municipalities of Geldrop-Mierlo, Someren and Heeze-Leende, to shape and direct the complex transition of the rural area together. The core of the area is the Natura 2000 area Strabrechtse heide and Beuven, surrounded by a shell of 14 subareas. In the area we are working together on three goals: healthy nature, a natural (water) system and prospects for agriculture. After the exploratory study we are now engaged in the vision creation phase, in which we want to involve our residents and entrepreneurs as much as possible. Part of this process is a council information letter, in which the GGA process is explained in detail.

The college decides to agree to the attached council information letter, explaining the status of the Green-blue Area Oriented Approach (GGA) Strabrechtseheide e.o.

Advisory note on Southeast Brabant development strategy

The spatial development of Brabant is being worked on together at various levels in a regional context. The Urbanization Agreement (SGE), the Development Strategy Southeast Brabant (MRE) and the Development Perspective Urban Brabant (province) are some of the building blocks of the Spatial Proposal that the province must submit to the state this year. The present Development Strategy for Southeast Brabant will be presented for adoption at the Environment Day on July 13 as a joint policy proposal and guiding course, consisting of guiding choices and design principles. The Development Strategy and a Council Information Letter are submitted to you separately from the annotation for the Environment Day.

The College decides:
1. To agree to Part I - Agreements Framework of the Southeast Brabant Development Strategy (June 9, 2023), including the directional choices to the 5 development principles and the agreements included and to use them as a course and agenda for the coming years.
a. To agree with the intention to make the POHO Ruimte en Wonen (MRE) responsible for safeguarding the agreements and the coherence aimed at integral development.
b. To agree with the intention to make the POHO Mobility (MRE) responsible for drawing up the regional mobility packages in conjunction with the mobility vision, monitoring the effects of the mobility transition and seeking coordination on behalf of the integral task for the region.
2. To take note of the results of part II - Development Strategy, as further substantiation and explanation of the directional choices and agreements of part I, but not to acknowledge this substantiation and explanation when it comes to large-scale logistics north of the core of Geldrop.
3. To agree with the intention to initiate an exploration of a regional financial area fund, looking for coherence with other similar regional financial instruments.
4. To inform the city council by means of the attached council information letter, whereby Alderman Van Gestel is mandated to make adjustments based on the discussion during the Omgevingsdag Zuidoost-Brabant (July 13, 2023).

Advisory Note on Parking Ordinance 2023

On July 11, 2022, the Parking Vision was adopted by the City Council. This parking vision is the basis for further policy documents such as the Parking Standards Memorandum adopted by the City Council in December 2022 and the present adaptation of the parking ordinance. This parking ordinance and the accompanying policy rules offer the possibility to continue to manage parking, also when the housing impulse in the center of Geldrop is realized. In addition, the new policy rules will anticipate the digitization of the permit system, which will ultimately be more public-friendly and should entail more efficient enforcement. The parking ordinance and accompanying policy rules have been available for public inspection for 6 weeks. No views were received, as a result of which the documents are submitted for adoption.

The College decides:
1. To adopt the Parking Ordinance Geldrop-Mierlo 2023 including associated policy rules;
2. To forward the Parking Ordinance Geldrop-Mierlo 2023 including associated policy rules to the council for adoption.

Advisory note on council response to draft amendment GR MRE__1743519__.

On July 5, 2023, the executive board of the MRE released the draft amendment of the MRE common regulation for transmission to the councils. The councils are asked for a response, which the MRE Executive Board will use to arrive at a final amended joint arrangement.

The college decides to submit the draft response to the council.

Cover page college proposal mandate decision recovery surcharges

On May 23, your college took note of the Execution Framework for the Recovery of Benefits. In order to properly implement the Execution Framework for the Recovery of Supplements (UHT), on June 20, 2023, your college decided to adjust the mandate register. Afterwards, it turned out that precisely a new mandate decision should be taken, instead of the previously taken decision to adjust the mandate register.

The College decides:
1. To agree to revoke until the decision of the adjustment Mandate Register as decided on June 20, 2023 (document No. 1709280);
2. To agree to the adoption of a new mandate decision for the purpose of implementing recovery surcharges (Annex) as proposed in this advisory memorandum.
