Child care quality

The municipality is responsible for supervising the quality of childcare facilities. The GGD Brabant-Zuidoost carries out this supervision on behalf of the municipality. In addition, the municipality is responsible for maintaining quality. If a childcare center does not meet the quality requirements, the municipality considers what measures must be taken. 

There are various legal regulations and decrees that state what quality requirements child care facilities must meet. They are responsible for the quality themselves. The municipality's task is to supervise and enforce quality. If it appears that the quality is not in order, the municipality can impose a sanction. This can be a warning, but also an exploitation ban or a fine. The municipal responsibility does not apply to the quality of education, which is a task of the Inspectorate of Education.

Inspection Report

The GGD and the 21 municipalities in Southeast Brabant make annual agreements on the inspections of childcare centers, guest parent agencies and playgroups. The GGD draws up an inspection report on the quality for the Municipal Executive. This report also contains an advice on the measures the GGD believes should be taken. The Board ultimately decides what measures to take when the quality of a childcare facility proves to be inadequate.

Assessment model for enforcement and sanctions

To determine when exactly, in which situation what action should be taken, the municipality uses a consideration model. This document details what to do in various situations of insufficient quality at childcare facilities. The regional policy framework for supervision and enforcement of childcare 2018 was prepared by the official representation of the 21 municipalities of the Brabant-Zuidoost region. Legislation

Since Jan. 1, 2018, the Childcare and Preschool Harmonization Act and part of the Childcare Innovation and Quality Act (IKK Act) have been in effect. These are amending laws.
The Harmonization Act transforms toddler playgroup work into child care. In particular, the IKK Act regulates the quality and accessibility of child care. More and more preschool institutions are performing preschool education. Additional rules for quality then apply. More information about the extra requirements:
