Plan for temporary filling of NH Hotel
VDMVA2 BV is in talks with the municipality of Geldrop-Mierlo about a new, temporary filling of the former NH Hotel on the Bogardeind in Geldrop. During an information meeting last week at the NH Hotel they presented the plans. Mr. Van Aken, representing VDMVA2 BV, explained what they are planning, why it is a temporary filling and how the new residential situation will be managed. Alderman Marc Jeucken explained why the municipality sees the plan. Among other things, he indicated that there is a great need for affordable housing in our municipality. Moreover, the municipality does not like to see a property such as the NH Hotel empty for a long time.
Plan for housing
Mr. Van Aken indicated at the start of the meeting that the NH Hotel had been for sale for several years. This shows, among other things, that a normal hotel operation at that location is hardly possible anymore, if at all. Research also makes this clear. After all, the hotel market is shifting to the center and there is increasing competition.
VDMVA 2 BV therefore plans to create a temporary housing concept in the existing building with a total of 144 available units. Van Aken explains that it involves two five-year periods. A total maximum of 10 years, with coordination with the municipality in the fifth year about a possible continuation up to a maximum of 10 years. The exact length of this second period depends on:
- the concrete need for the temporary housing;
- the municipality's assessment of the situation at that site during the first five years;
- and the time period required until the desired redevelopment.
So to be clear, this is a temporary situation. The temporary filling of the NH Hotel is necessary because the future use of the entire area and the developments surrounding the widening of the A67 must first be carefully considered.
In drawing up the plan, VDMVA 2 BV expressly looked at the housing needs of Geldrop society. There appears to be a strong demand for affordable housing (social/medium-term) for various target groups and for flexible housing. There is also a demand in our region for housing for internationals due to the economic growth of the Brainport region.
There will be rentals for a period of up to two years involving unfurnished and furnished units. In addition to rental units, the building will also house sports facilities and flex work spaces. The possibility of establishing a restaurant/bar is also being explored.
Mix of target groups
A mix of various target groups creates a residential environment with a reflection of Geldrop's population. The proposal establishes the following target group distribution. These are single-person households, unless there is a relationship or a child.
Target distribution:
- Starter (maximum 40%): housing seeker who, after moving, is going to live in an independent housing unit for the first time and who does not leave behind an independent housing unit, not belonging to any other group mentioned in these definitions ( maximum 57 persons).
- Rush seeker (maximum 30%): housing seeker, for whom the provision of housing need is urgent, not belonging to any other group mentioned in these definitions (maximum 43 persons).
- Student (maximum 20%): housing seeker enrolled in educational institution (maximum 29 people).
- Outfitter from inpatient setting (maximum 10%): housing seeker, who is no longer in need of 24-hour care in a healthcare facility (maximum 14 people).
- International (maximum 20%): housing seeker who is an economically active worker with foreign nationality only (maximum 29 people).
- Senior (maximum 20%): housing seeker older than 55, not belonging to any other group mentioned in these definitions (maximum 29 people).
- Single (maximum 20%: housing seeker who is a single-person household, not belonging to any other group mentioned in these definitions (maximum 29 persons).
Agreements on interpretation and management
During the meeting it became clear that there are mainly questions about the target groups as defined (see above) and management. Clear agreements have been made about both aspects, which are recorded in the agreement. Furthermore, the initiator is discussing with adjacent residents how best to organize the area for them.
Filling and allocation
The concrete interpretation (target groups and percentages) of the first residents is coordinated with the municipality. In subsequent years, the municipality checks the distribution and numbers once every 3 months or as much earlier as desired. If deviations are found, the owner will be fined. Furthermore, all residents must be registered with the municipality. This prevents ghost occupancy.
VDMVA 2, as the owner, pays a lot of attention to the management of the homes. Van Aken emphasizes that it is also very important to them that the homes and the complex remain tidy and no disturbances take place.
Allocation of the housing units and management will be in the hands of Rental apartments Eindhoven, a part of the co-owner of VDMVA2 BV, a professional organization, which already has responsibility in Eindhoven for about hundreds of housing units in similar concepts. This organization organizes a screening in advance. This organization also works with a household rulebook containing clear agreements and a janitor who monitors whether the residents keep to these agreements. Furthermore, the building is managed 24 hours a day through a staffed reception desk and camera surveillance. Alderman Marc Jeucken emphasizes that this is a crucial part of the agreement. Procedure
The Municipal Executive has reviewed the plan for temporary housing and has approved the request of VDMVA 2 BV for temporary use of the former NH Hotel. The condition here is that there must be sufficient support. To this end, a first step has been taken by organizing an information meeting.
The decree allows for temporary cooperation. A precondition is that clear agreements are made with the owner about target groups, allocation of housing, management and supervision and other relevant issues. These agreements will be laid down in an agreement as well as included as part of a future permit. This will give the municipality sufficient tools to enforce the agreements made.
Below is the further procedure for the application for an environmental permit for the temporary use of 144 hotel rooms of the former NH Hotel for residential purposes:
- July 9, 2020: publication in Middle Class Interests and municipal website regarding the submission of the environmental permit application (has been done).
- July 9, 2020: information meeting for local residents (has taken place).
- July 16, 2020: publication in Middle Class Interests and municipal website of the granted environmental permit.
- From July 17, 2020: granted environmental permit is available for inspection for six weeks at the town hall at De Meent 2 in Geldrop. Within this period there is the possibility to submit objections to the Municipal Executive.
- After these six weeks, the Board of Mayor and Aldermen must make a decision on the objections submitted.
- The decision of the College of Mayor and Aldermen on the objections submitted may then be appealed to the District Court in 's-Hertogenbosch within six weeks, and then to the Administrative Law Division of the Council of State in The Hague.
- Filing an objection or filing an appeal has no suspensive effect. This means that the decision to grant an environmental permit simply takes effect. Thus, the holder of the environmental permit can begin the activity he or she wants. In order to prevent an irreversible situation from arising as a result of the decision to grant the environmental permit, the so-called preliminary injunction judge of the District Court can be asked for a preliminary injunction in an urgent procedure.
