Applying for pupil transportation
Pupil transport is intended for children who cannot travel to school by themselves due to permanent disability(s). For example, due to a (physical) disability and the school being far away. The municipality arranges and pays for pupil transport. For example by:
- Paying compensation for public transportation or mileage reimbursement for the car.
- Arranging (adapted) transportation by bus or cab with a transportation company.
Requirements:
Not every child is entitled to pupil transport. To determine whether your child is eligible for pupil transport, the municipality tests your child's situation. It does this on the basis of, among other things:
- Test the distance between your child's home and the nearest accessible school. Care facilities and day care are not included.
- The travel time
- We look at the possibilities assuming your child's independence.
Nearest accessible school
For pupil transportation, we assume the nearest accessible school for the pupil. This means it must be a school that provides the education and support necessary for your child. And which one is closest to your home. You are free to choose the school for your child. This just does not mean that you can then always qualify for a transport facility. Please keep this in mind.
If the nearest school is not accessible to your child (for example, the school cannot provide the support your child needs or the school is full), you must substantiate this. For example, with a letter or email that you request from the school or schools in question. This is because it is important for us to know why your child cannot be admitted. If this school is nevertheless accessible, this may affect the decision we make. For example, we may reject your application or grant a mileage allowance to the nearest accessible school.
Conduct in the cab
It may happen that your child or another child in the cab shows difficult behavior. If this happens more frequently then the cab company may engage in conversation with the parents. The responsibility for the behavior lies with the parents and not the cab driver. We expect parents to hold the child accountable for this. If there are problems, the carrier may ask parents to arrange their own supervision. If the behavior does not improve and parents do not seek help from a professional for this themselves, in the worst case the cab transportation can be stopped.
Of course, we hope to avoid this by engaging in conversation. Parents may then be eligible for another type of funding. For example, a mileage allowance that allows you to bring your child to school yourself.
Applying for pupil transportation
You want to request pupil transport, make a change or submit a claim. Please read the information below carefully before logging in with your DigiD.
There are three types of forms:
- New application: choose this form if your child does not (yet) have an award for pupil transport
- Allocation change: choose this form if there is an allocation of pupil transport and you want to change something
- Declaration mileage reimbursement: you choose this form if you have received an award of pupil transportation in the form of a mileage reimbursement for car or public transportation and you want the reimbursement paid for the days you transported your child to school.
Application (reimbursement) for pupil transportation
Please check carefully which form you choose. If pupil transport has not yet been granted, choose "new application". Is there already an allocation and you want to change something? Then choose "Change allocation".
Note:
If you are making a new application for pupil transportation, it is important that you read the information below before completing the application.
An application for pupil transportation can only be made if it involves education at a school/educational institution.
If your child is going to a day care center or medical day care center, for example, please contact CMD Access first by calling 040-2893 899 for information.
When applying for pupil transportation, you will need, among other things:
- School name and address;
- Justification as to why the student cannot travel to school independently;
- What disability or limitation(s) does your child experience. We need substantiation such as examination reports, a development plan from school, a statement from a doctor. It is important that you send us evidence that is not older than one year. We want to know how your child is doing now.
Substantiation
If your child cannot travel to school independently due to a structural disability (limitations), we ask that you include substantiation. By substantiation, we mean information about the limitations your child experiences. It is important for us to know what the child can and cannot do. What development is the child going through and what can be expected of the child in terms of independence.
This information may be in the documents below. We ask that you attach the most recent document or documents.
Documents to be included as attachment(s)
In the documents below, you can find the information relevant to the application that you can send along with the application as substantiation.
- School's treatment plan/development plan (OPP).
- Psychological/psychiatric report
- Treatment plan (from Herlaarhof, for example).
- Psychodiagnostic examination of the school
- Medical reporting
- Physiotherapy report
- The Statement of Admissibility (TLV) from the Collaborative Association (SWV), if it has been issued.
- If no TLV has been issued or the TLV does not specifically name the best-fit school, additional information is often needed. Indeed, it may be that there is a closer school of the same kind (see explanation at 1), than to which the application relates. If so, please also send the following information:
- What additional support is needed
- Substantiation from closer schools that states whether the school can provide the necessary support. This can sometimes mean requesting this information from multiple schools and going through a hiring process with your child to get the correct substantiation from the school.
- Type of school to which the pupil is assigned by virtue of his physical or mental condition. Examples of type of education are: regular elementary school, special education, school for special primary education, secondary education, secondary special education, Practice School, VMBO, HAVO, VWO etc. Type of education does not mean the teaching method or the vision in which the education is offered. Examples include Jenaplan, Montessori, Dalton, etc.
Enclose income statement
We need an income statement from the Internal Revenue Service if:
- your child attends an elementary school (primary education other than a special education-SO or special education-SBO school) and the closest school of the type or school consistent with your philosophy of life (by direction) and
- this school is further than 6 kilometers from the residence and
- your income is lower than €29,700 (reference year 2022). We ask you to include an income statement(s) from each parent/guardian if your income is less than the amount mentioned above.

Attachments with the application: If you want to add an attachment, the maximum size for this is 32 MB. If you have multiple attachments, together they should not exceed 128 MB. Allowed file types are: pdf, gif, jpg, png, jpeg, dsc, efdj, docx, xlsx.
Submit for new school year
Are you applying for pupil transportation for the new school year? Then you can submit the application from April. Please make sure that your application form reaches us before June 1, so that you receive a decision from us in time.
After submitting application, the application not complete?
After we receive your application, we will check if the application is complete or if we need more information from you. If we need more information from you to make a decision, we may ask you to send in more substantiation. You will then be given a recovery period in which to send in the additional information.

What do I need to know?
Decision application
Once your application is complete, you will receive a letter within eight weeks deciding whether your child is entitled to pupil transportation compensation.
May your child start school before you have received a decision from us? Then this may mean that you have to pay or arrange transportation yourself for the first period. If you are applying for the new (upcoming) school year, please make sure that we have received your application within eight weeks before school starts. Otherwise, this may mean that you have to provide your own transportation for the first period as well.
When will you be notified?
If we have received your application, we will send you a notice (letter through the mail or a digital message). If you have not received this (or any other response) from us, your application has probably not reached us. Something may have gone wrong. Please contact us one week after sending your application.
Sometimes additional information needed
Sometimes we do not have enough information to properly evaluate your application. Then we ask you to send us the missing information.
Once your application is complete, you will receive a letter within eight weeks with the decision on whether your child is entitled to pupil transportation. If your child is entitled to pupil transportation, the letter will also tell you whether we will give you a monetary allowance or whether we will arrange transportation through a cab company.
Important to know
You can apply for (an allowance for) pupil transport throughout the year. As a parent or caregiver, you are always responsible for your child's school attendance, even if you have not (yet) received an allowance for pupil transport.
Are you applying for pupil transportation for the new school year?
Then you can apply starting in April. Please make sure that your completed application form is received by June 1. If you keep to this date, we will be able to assess your application in time for the start of the new school year. Do you apply after June 1? Then there is a chance that you will not know before the start of the school year whether and for what type of funding your child is eligible.
We will do our best to let you know as soon as possible if you qualify for student transportation. Please keep in mind that you may have to arrange and pay for your own transportation to and from school for the first time.
Are you applying for a transportation facility if the school year has already started?
We will then process your request as soon as possible. We cannot avoid a waiting period then, please keep this in mind.
Has your situation changed?
If your child's situation changes (move, different school or location), you must also notify or request this from us. If possible within 8 weeks before the change takes effect.
