Purchasing and procurement policy
One of the objectives of the municipality's procurement policy is to ensure that community funds are spent in a verifiable and responsible manner and that all bidders are given equal opportunities. The municipality considers it important to procure in a socially responsible manner and wants to achieve the following effects with its procurement policy:
- stimulating the regional economy;
- Promote cooperation with partner organizations;
- Encourage participation of residents of the municipality in the labor market or employment;
- encouraging market forces and preventing dependence on entrepreneurs.
Other local rules
In addition to the general Purchasing Policy, some other regulations apply. The 'Procurement Manual of the Municipality of Geldrop-Mierlo 2017' explains the most common procurement procedures. The memo 'Socially Responsible Purchasing' contains the included ethical and idealistic principles of the Purchasing Policy. For government contracts up to 15,000 euros, the so-called 'small daily purchases', the 'Guideline small daily purchases 2017' applies. The municipality has also adopted general procurement terms and conditions.
Two purchasing strategies
The municipality determines the procurement procedure for each procurement. There are two types of procurement strategies:

When the estimated value of the procurement is less than 30,000 euros for supplies and services or 100,000 euros for works and a single procedure is not chosen (after all), a written justification based on a comprehensive procurement strategy takes place.
Bizob
The municipality participates in Bureau Inkoop en Aanbestedingen Zuidoost-Brabant (Bizob). Bizob performs a number of strategic and tactical procurement tasks and pools knowledge about procurement and related legal matters. In addition, procurement processes are carried out together with other municipalities in order to have advantages in terms of price, quality and knowledge.
