Purchasing and procurement policy

In its procurement, the municipality of Geldrop-Mierlo puts the interests of its residents and businesses first. With its purchasing policy, the municipality wants to contribute to solving important social and societal issues by purchasing in a socially responsible way. An important goal of the municipality is to create maximum social value with its purchases while acting professionally, with integrity and reliability and limiting the administrative burden as much as possible. Therefore, the municipality uses the following principles, among others, in its procurement policy:

  • Purchasing sustainably as much as possible;
  • Encourage participation of residents of the municipality in the labor market or employment;
  • stimulate the local economy and SMEs;
  • encouraging market forces and preventing dependence on entrepreneurs.

Other local rules

In addition to the general Purchasing Policy, some other regulations apply. For public contracts up to 15,000 euros, the so-called "small everyday purchases," the"Guideline for small everyday purchases 2017' applies. The municipality has also adopted general purchasing conditions.

Socially Responsible Contracting and Purchasing (CSRI).

Gemeente Geldrop-Mierlo signed the national Manifesto for Socially Responsible Contracting and Purchasing (MVOI) on November 24, 2022. This means that our municipality will include sustainability requirements or criteria in its tenders and contracts in order to procure as sustainably and socially as possible. We ask entrepreneurs to offer sustainable products and services that contribute to a better climate, a better environment, more circularity or a more inclusive society. We also ask entrepreneurs to make their own business operations more sustainable. Think, for example, of making business premises more sustainable, sustainable mobility or an inclusive personnel policy.

Social Return on Investment (SROI).

Gemeente Geldrop-Mierlo adopted the Policy Framework SROI 2024-2027 on October 24, 2023. Through social objectives in contracting we want to contribute to an inclusive labor market. Contractors are supported in fulfilling their SROI challenge by a regional SROI service desk.

Contracts with a contract sum of at least €100,000 include an SROI obligation. There are several ways in which this obligation can be fulfilled: 

  • Offer a person from the target group a sustainable employment or secondment position, apprenticeship, work experience or internship;
  • Purchase socially from a social enterprise or social development company;
  • Offer activities with added social value;
  • To invest in the job development of candidates;
  • Deployment of a PSO (Performance Ladder Social Enterprise) certificate;
  • Customized plan of action with social initiatives.

Bizob

The municipality participates in Bureau Inkoop en Aanbestedingen Zuidoost-Brabant (Bizob). Bizob performs a number of strategic and tactical procurement tasks and pools knowledge about procurement and related legal matters. In addition, procurement processes are carried out together with other municipalities in order to have advantages in terms of price, quality and knowledge.
