Advisory Note Streetwork Rates 2025

When utility companies perform work on cables and pipes, they cause damage to paving materials, roadsides and green spaces. For this, they pay us a fee. The fees must be set annually by the college.

The college decides to set the recovery rates for the year 2025.

Advisory note revised decision on objection

Mr. Roef filed a Woo request on June 9, 2022. He requested that all accomplished documents regarding the purchase of green spaces and/or cutting green spaces by the municipality during the period from June 9, 2017 through June 9, 2022 be made public. On July 22, 2022, we issued a decision on that request, to which he objected. On March 2, 2023, the objection was upheld in part. Subsequently, Mr. Roef appealed to the district court. The court ruled on Oct. 23, 2024, and ordered the college to revise the decision on the objection. Before you is the revised decision on objection.

The College decides:
1. To declare Mr. Roef's objection partially well-founded;
2. To issue a revised decision on the objection, taking into account the court ruling dated October 23, 2024;
3. To send the revised decision on the objection to the objector.

Advice note report quickscan heat networks Geldrop-Mierlo

Technical consulting firm Merosch has completed a quickscan of the potential of heat networks throughout Geldrop-Mierlo. The results are valuable to include in the feasibility study that is simultaneously underway on a heat network in Coevering. It is useful to know whether clusters of other neighborhoods can be included in the in-depth study. In addition, the quick scan provides input for the recalibration of the Transition Vision Heat (adopted in 2021), which will be recalibrated in 2026 and turned into a heat program. During the image-forming evening on Jan. 13, council members will be updated on the heat transition, and thus also on the results of the quick scan.

The college decides:
1. To take note of the memorandum heat grid quickscan Geldrop-Mierlo;
2. To take note of the annex reaction housing corporations.

Advisory note Participation Green Deal Health 3.0

In the period 2019-2024, several Green Deal Health trajectories have been running in the Southeast Brabant region. The healthcare parties participating in these deals, including those in our municipality, have indicated that they find the cooperation valuable. And they indicate that they are achieving better results in achieving their sustainability goals as a result. This has given rise to the idea of starting a regional Green Deal Health MRE as a follow-up to the previous deals. The Green Deals contribute to the achievement of sustainability and circularity goals, the reduction of energy consumption, CO2 emissions and waste streams of the healthcare institutions, Municipality of Geldrop-Mierlo and regional municipalities (MRE).

The college decides:
1. To agree to participate in the Green Deal Health 3.0 MRE;
2. To pay the costs of implementing the Green Deal Health 3.0 MRE for the duration of 2 years in the amount of € 2700 from the budget for sustainability policy;
3. To have Alderman F. Stravers sign the covenant Green Deal Health 3.0 MRE.

Advisory note allotment association De Coevering

For quite some time we have wished to harmonize the rental agreements for allotment associations within the municipality of Geldrop-Mierlo. A number of agreements had been arranged verbally and a number of agreements had been laid down in writing. However, over the years differences had arisen between the various agreements. By drawing up the new rental agreements, all agreements are now laid down in the agreement. This advice note only concerns the lease agreement for Volkstuinvereniging De Coevering.

The college decides:
1. To agree to the attached lease agreement for allotment garden association De Coevering in Geldrop with an effective date of January 1, 2025;
2. To agree to the inclusion herein of an obligation to find an alternative location and a moving allowance in the event of a possible redevelopment of the location.

Advisory note Views on draft Regional Risk Profile 2025-2028 VRBZO

Based on the Security Regions Act (Wvr), each security region is required to prepare a regional risk profile (RRP). The RRP is an inventory and analysis of the risks present in a security region, including relevant risks from neighboring areas. The high-risk situations present are further interpreted and analyzed in the risk analysis. Based on this insight, the board of the security region can implement policy regarding these risks. The board of the security region adopts the risk profile after consultation with the councils of the participating municipalities, whereby the board also requests the councils to make their wishes known regarding the policy to be included in the policy plan. The Joint Regulation Security Region Brabant-Zuidoost 2024 (GR VRBZO 2024) includes an opinion procedure regarding the Regional Risk Profile to be adopted. In the meeting of the VRBZO General Board of December 12, 2024, the draft Regional Risk Profile 2025-2028 VRBZO was adopted and released for viewing.

The college decides to agree with the council proposal view on draft Regional Risk Profile 2025-2028 Safety Region Brabant-Zuidoost, in which the following decision point is presented to the council:
1. Not to submit a view on the draft Regional Risk Profile 2025-2028 Safety Region Brabant-Zuidoost and to inform VRBZO about this with the attached letter.

Advisory note Views on draft 1st amendment budget 2025 VRBZO

The General Board of Veiligheidsregio Brabant-Zuidoost (VRBZO) has sent the draft 1st amendment to the budget 2025 to the councils of the participating municipalities with the request to express their views on it before March 20, 2025. Pursuant to the VRBZO Joint Scheme, the board is obliged to give the councils of the participating municipalities the opportunity to express an opinion regarding a draft budget amendment that leads to an increase in municipal contributions. The board will take the submitted views into account when preparing the decision-making on the 1st budget amendment in the General Board. Decision-making in the General Board is scheduled for April 3, 2025.

The college decides to agree with the council proposal view on draft 1st budget amendment 2025 Security Region Brabant-Zuidoost, in which the following decision points are presented to the council:
1. Not to submit a view on the 1st draft budget amendment 2025 Security Region Brabant-Zuidoost and inform VRBZO about this with the attached letter;
2. To agree to the financial consequences of the 1st draft budget amendment 2025 VRBZO and to charge € 37,059 to the contingencies item and to charge the remainder of € 60,258 to the budget balance.
3. To adopt the 2nd Budget Amendment 2025 Municipality of Geldrop-Mierlo.

After a careful process, the Vision Geldrop-Mierlo 2044 is ready for adoption by the council. If the council agrees with the advice, the council proposal will be sent to the Municipal Clerk’s Office .

The college decides to agree to submit to the council the council proposal Establish vision Geldrop-Mierlo 2044, including the appendices belonging to the vision and the note of views.
