Advisory note Allonge to lease agreement De Weijer

The lease agreement of the sports canteen located at sports hall De Weijer expires on June 1, 2025. However, the sports season in De Weijer runs until July 4, 2025. Therefore, an allonge needs to be concluded which includes that the end date will be July 5, 2025, instead of June 1, 2025.

The catering area at sports hall De Weijer has been vacant for quite some time. Efforts have been made over the past six months to find an operator. Unfortunately, this was not successful. Then Stichting Multifunctionele Accommodaties Mierlo (hereafter: MFA) has indicated to want to be the manager so that the catering part becomes accessible for associations again and with this the needs of the associations are met. The agreements that the municipality of Geldrop-Mierlo makes with MFA as lessor should be laid down in a rental agreement.

The college decides to agree to the allonge so that the lease agreement with MFA runs through July 4, 2025.

Advisory note spoorzone_adapt rail tunnel - outcome participation design

On June 24, 2024, the college took the decision (2165787) to start the participation process for the adaptation of the railroad tunnel in Geldrop. By now the participation process has been completed and a decision can be made to adopt the chosen theme. Then the further technical preparation can be started.

The College decides:
1. To take note of the outcome of the participation process;
2. To agree with the choice of theme 'Loom'.

College Proposal Funding Youth Work

The proposal aims to provide insight into the possible forms of funding for youth work. This will look at the possibilities offered by both subsidy and tendering in terms of policy direction, flexibility and quality development. 

Over the past five years, youth work has been funded through tendering, which has provided insights into the effects and limitations of this approach. A recent change focused on street work led to some improvement, but within the frameworks of the Procurement Act, opportunities for further optimization proved limited.

Based on this analysis, the college will make a decision on the future form of funding for youth work. 

The college decides:
1. To choose to start a tender process for youth work.
2. In the period between January 1, 2026 and the start date of a new agreement, to agree on a bridging arrangement with the LEV Group.

Advisory note administrative order area vision Zesgehuchten

The living environment around the former Josephinehof is outdated and in need of renewal. There is a need for an improved housing mix, a renovated elementary school and a redevelopment of the Josephinehof. To this end, it has been agreed with Woonbedrijf that an area vision must first be created so that projects can then be started. This advisory note focuses on the corresponding governance assignment. Appendices have also been added for more information. It is important to mention that the search for an external party has already begun, before the administrative order has been established. We are learning as a board and official organization in making clear assignments with clear expectations.

The college decides:
1. To agree to the management assignment area vision Zesgehuchten;
2. To take note of the plan of approach and the call for tenders for the area vision.

College proposal Annual review National Ombudsman

From the National Ombudsman, the Overview of requests processed and received January 1, 2024 to December 31, 2024 was received.
From the Overview of requests processed and received January 1, 2024 to December 31, 2024, it follows that 7 complaints were received in 2024 (one of which was not processed in 2024) and 8 complaints were processed (two of which were already received in 2023).
According to the summary, in 6 cases the complainant was only informed or referred. In case of 1 complaint, the issue was resolved in the interim or terminated after an investigation was initiated. In the case of 1 complaint, an investigation took place that resulted in a report.

The College decides:
1. To accept for notification the National Ombudsman's Overview of Applications Processed and Received January 1, 2024 through December 31, 2024;
2. To forward the National Ombudsman's Overview of Applications Processed and Received January 1, 2024 through December 31, 2024 to the Council for notification.

Advisory note on covenant addressing drug sites

The covenant "Tackling drug locations in East Brabant 2025 - 2030" is an extension of the existing East Brabant hemp covenant. The parties have been working together for some time under the hemp covenant established in 2019. During the biennial evaluation of the hemp covenant, parties expressed the desire to expand the covenant to a hard drug covenant. The present covenant fulfills this wish of the parties.

The college decides:
1. To approve the covenant "approach to drug locations East Brabant 2025-2030 and its appendices;
2. To inform the city council about the "covenant approach to drug locations East Brabant 2025-2030" by means of the Council information letter Approach to drug locations East Brabant 2025-2030.
