Advisory Note Presentation Neighborhood Families

A pilot of Neighborhood Families was launched in 2024, pairing demand families with support families. This approach helps strengthen the informal network around families. The presentation on Neighborhood Families provides insight into the proceeds and concerns of the pilot. The presentation will inform the college about the pilot period and possible follow-up.

The college decides:
1. To note the presentation on the mid-term evaluation of Neighborhood Families;
2. To agree to forward the presentation to the council.

Advisory note presentation Coevering_Committee on Society

A program has been started for the Coevering neighborhood to improve livability in the neighborhood. We want to give the council an explanation of the progress and the projects.

The College decides:
1. To approve the attached agenda request with presentation for the Society Committee on August 26, 2025.
2. To give text mandate to the portfolio holder for changes/updates for submission to the agenda committee.

Advisory note request budget 'purchasing and procurement'

The municipality of Geldrop-Mierlo (hereinafter referred to as: 'the municipality') is affiliated with the Bizob Foundation and obtains procurement support there for procurement related to services and supplies. An overrun of the available budget is foreseen for 2025. The purpose of this advisory note is to ensure that the college of B&W takes note of the still ongoing overrun in procurement capacity. As a follow-up, the college of B&W is asked to increase the available budget so that an actual overrun is avoided.

The college decides to approve the inclusion of € 22,545 on the budget 'purchasing and procurement ' with FCL 6040400 in the second interim report.

Advisory note council information letter procurement Taxbus

Meanwhile, all 21 municipalities and the province have approved the award recommendation for the Taxbus tender. This means that provisional award can be made. In accordance with process, the award/rejection letters have just been sent to all parties who have bid for transportation and mobility center. If no objections are received, we will proceed to final award on July 30. This council information letter will keep the city council informed about this development.

The College decides to approve the Council Information Letter for the purpose of the Taxbus tender and forward it to the City Council.

Advice note answering article 36 questions SAMEN about ballooning and article 4:8a APV

SAMEN's group asked Article 36 questions about the launching of balloons during the opening of the neighborhood campground in the Coevering on July 4, 2025.

The College decides:
1. To approve the response to SAMEN's Article 36 questions;
2. To forward the response through the Municipal Clerk’s Office to the City Council.

Adviesnota Zienswijze ontwerp 2e begrotingswijziging Dienst Dommelvallei

The Municipality of Geldrop-Mierlo, as a participant in the Joint Scheme Service Dommelvallei (DDV), has the opportunity to submit a view on the draft 2nd budget amendment 2025. The opinion procedure allows municipalities to formally respond to the content and financial consequences of the proposed budget amendment, before it is finally adopted by the Board of DDV. The municipal council is hereby asked to adopt the draft opinion. It will then be brought to the attention of the DDV board. The view must be submitted by September 24, 2025.

The college decides:
1. To submit the council proposal Zienswijze ontwerp 2e begrotingswijziging 2026-2029 Dienst Dommelvallei (DDV), containing the following decision points, to the council for decision-making:
a) To take note of the 1st management report and the draft 2nd budget amendment DDV 2026-2029 and accompanying documents.
b) To adopt the enclosed view on the draft 2nd budget amendment DDV 2026-2029 and forward it to the board of DDV.
c) To decide, after adoption in the Board, to incorporate the financial consequences for the Municipality of Geldrop-Mierlo for the year 2025 of the 2nd budget amendment 2025 Dommelvallei Service in the 2nd Turap 2025 and to include the financial consequences for the budget 2026-2029 in the preparation of program budget 2026 and multi-year estimate 2027-2029.
2. To deviate from the Service Dommelvallei Joint Management Organization regarding going through an opinion procedure for withdrawals from the reserves, and to agree to the following amendment of the financial statute: for expenditures that fit the purpose of the reserves of the Service Dommelvallei and for which the reserves are available, the Board of Service Dommelvallei will adopt a budget amendment. Because such a budget amendment has no effect on the contribution of the municipality, this does not require an opinion procedure as described in Article 21, paragraph 2 of the Joint Implementation Organization Service Dommelvallei.

Agenda request society committee 30-9-2025

Every quarter, the council is informed of the progress of the social domain task force through a report and a presentation in the society committee. The Q2 report is expected to be shared with the council by the end of August.

The College decides to approve the agenda request for the September 30 Society Committee to explain the progress of the Social Domain Task Force.

Sustainability presentation during informational session

Sustainability is a broad topic within the municipality that touches many policy areas. Because of this broad impact, we believe it is important to give council members a good overview of current developments. During the informative session, council members will be updated on current and planned work on energy, biodiversity, climate adaptation and circularity.

The college decides:
1. To take note of the memo, presentation and agenda request
2. To forward these to the council.

Council Proposal Spatial Perspective

The Spatial Perspective is the strategic instrument with which we spatially shape the housing task of Geldrop-Mierlo. It is a spatial translation of the previously established Vision Geldrop-Mierlo 2044 and provides concrete spatial choices, frameworks and development directions. Thus, this perspective lays a foundation for future area developments, policy-making and cooperation agreements. The Spatial Perspective has been drawn up in the context of the Beethovendeal and the resulting funds. The Beethovendeal was concluded in March 2024 and deals with the scale leap that the Brainport region will undergo. It focuses, among other things, on accelerating and upgrading the housing projects. Also Geldrop-Mierlo is part of this and has a task. We want to tackle this task carefully and thoughtfully. The Spatial Perspective shows how we view the urbanization task. Even apart from Beethoven, the Spatial Perspective is a useful document, because it offers a concrete translation of our Vision Geldrop-Mierlo 2044.

The college decides:
1. To agree with the "Spatial Perspective Geldrop-Mierlo";
2. To agree with the communication message;
3. To agree with the council proposal "Spatial Perspective Geldrop-Mierlo" and forward it to the council.

Board proposal answering art. 36 questions DPM about artificial field Mifano

The college has sent a council information letter to the council information on the follow-up to the adopted motion of January 17 (submitted by DPM,CDA, Samen and DGG) in which the college was requested to investigate from goodwill through a quick scan whether a housing business case was feasible in relation to an additional artificial turf field. In response to the RIB, the DPM group asked seven questions.

The college decides to agree to answer the questions of group DPM about an additional artificial turf field for soccer club Mifano.

Council proposal Dog policy Geldrop-Mierlo 2025

The current dog policy of the municipality of Geldrop-Mierlo was evaluated in 2024. The results show that both dog owners and non-dog owners experience bottlenecks. Based on this evaluation and discussions with the council, a new dog policy has been drafted, with the aim of a more unambiguous, better enforceable and socially supported policy. Proposals include abolishing dog walking lanes, introducing a leash and clean-up requirement, and reducing the dog tax as a target tax.

The college decides:
1. To agree with the policy document ''Dog Policy Geldrop-Mierlo 2025'', based on scenario 2 - 'Balanced Approach';
2. To agree to continue the dog tax as a target tax to finance the new dog policy;
3. To request the council via the attached council proposal to adopt this policy.

Frameworks for accommodations Geldrop-Mierlo (new pieces)

The municipality of Geldrop-Mierlo structurally invests in social accommodations to achieve and maintain a qualitative and appropriate level of facilities. We do this because we have a legal duty to accommodate certain functions or want to have influence and control over the realization, distribution, quality and/or use of accommodations. In addition, we want to enable or strengthen valuable social activities such as sports, meeting, support, Health and culture.

The college decides to submit the attached Frameworks for accommodations Geldrop-Mierlo to the committee Samenleving on August 26, 2025, for its opinion.
