Annual report and financial statements 2023 PlatOO

On May 17, 2024, a request was received from PlatOO to approve the 2023 annual report which includes the 2023 financial statements.

The college decides to approve PlatOO's 2023 annual report and financial statements.

Advisory note establishing final 2023 Entrepreneur Fund grant

In accordance with the Subsidy Ordinance Entrepreneur Fund, Stichting Centrummanagement Geldrop and Stichting Centrum- en Lintenmanagement Mierlo have submitted a request for determination of final subsidy Entrepreneur Fund 2023.

The college decides:
1. To set the final subsidy Entrepreneurs Fund 2023 to Stichting Centrummanagement Geldrop at € 108,953,12;
2. To set the final subsidy Entrepreneurs' Fund 2023 to Stichting Centrum- en Lintenmanagement Mierlo at € 51,044.21.

Advisory note on final Regional Mobility Vision

Over the past period, regional work has been done to prepare the draft Regional Mobility Vision. The Regional Mobility Vision presents the joint picture of mobility in 2040. Thanks to this image, we can jointly determine what the 21 regional municipalities should focus on to keep the region livable and accessible. The Regional Mobility Vision has gone through an opinion procedure within the 21 municipalities. The views were answered in a Memorandum of Views and, where applicable, incorporated into the amended version of the Regional Mobility Vision. The purpose of the present proposal is to adopt the Regional Mobility Vision.

The college decides:
1. To agree to the final Regional Mobility Vision;
2. To forward the Regional Mobility Vision to the city council;
3. To make the council decision known to the regional Mobility Poho by July 5.

Outsourcing audit work on multi-year maintenance of De Smelen swimming pool

In 2022, the exploitation and service agreement Laco swimming pool De Smelen and outdoor pool in Geldrop was signed. This agreement states that Laco Geldrop will ensure that the operation, service, management and maintenance of the swimming pool during the term of the agreement meets and continues to meet all applicable laws and regulations at any given time, including the regulations of the Whvbz, Bhvbz and the Safe and Clean Quality mark. The agreement also indicates that at various times during the term the municipality must test whether swimming pool De Smelen meets the requirements set out in the agreement in advance. It is proposed that this work be performed by an independent party.

The college decides to agree to:
1. To outsource the work of multi-year maintenance of the De Smelen swimming pool during the operation and service agreement to an independent party;
2. To accept the quotation from Luvas Beheer en Onderhoud (29-05-2024) for the performance of this work of multi-year maintenance of the swimming pool in accordance with a three-year contract and to award the contract for this;
3. To make an annual amount of € 2,952 excluding VAT available for this purpose for the next three years and to charge this to the De Smelen 6510010/38009 item.

The college decides:
1. To take note of the results of the May Circular 2024;
2. To agree to send the attached council information letter.

College proposal DD KPI report and improvement plan archive and information management 2023-2024

Annually, the college informs the council about records management. In addition, the improvement plan is sent to the province as part of inter-governmental supervision (IBT). This year we must also submit the KPI report and overview of archive documents. Based on the report, the province will assess the archive and information management of the Dommelvallei joint arrangement and the municipalities on a three-point scale: complies/satisfies partially/satisfies not. The improvement actions also include establishing frameworks and guidelines for information management and that attention should be paid to sustainable accessibility. Therefore, we have developed RMA policies and sustainability policies, which we want this proposal to establish. The Improvement Plan and KPI report already incorporate this.

The college decides:
1. To adopt the 2023-2024 archival and information management improvement plan and KPI report;
2. To agree to inform the General Board and the municipal councils about the 2023-2024 improvement plan and KPI report;
3. To agree to send the 2023-2024 archival and
information management improvement plan and KPI report to the Provincial Executive of North Brabant;
4. Adopt RMA policy and sustainability policy;
5. Adopt I-navigator containing the information management plan as core records.

Advisory note Gedoogbeschikking en veiligheidsplan TGO De Spaarpot

The mayor indicated on behalf of the municipality that the municipality wants to respond to the call from the State and the Province of North Brabant to contribute to the reception of asylum seekers in the form of a Temporary Municipal Reception (TGO). The college ratified this decision. The TGO will open July 1, 2024 for up to 3 months and will provide shelter for up to 150 asylum seekers. The present tolerance decision substantiates the desirability of the TGO and establishes the Requirements that the TGO must meet. The present safety plan is also part of this. All this with a view to humane and safe accommodation for the asylum seekers and guaranteeing a safe environment around the TGO.

The college decides:
1. To agree to a decision of tolerance for the temporary municipal shelter (TGO) on parcel cadastral known as municipality of Geldrop, section H, numbers 570 and 478 located at Spaarpot in Geldrop for a maximum of 150 asylum seekers for a maximum of 3 months;
2. To agree to the safety plan TGO Spaarpot, accompanying the decision of tolerance.

Opinion complaint traffic problem

It concerns the handling of a complaint. The reason for the complaint is the complainant's concerns about the traffic situation on the Genoenhuizerweg in Geldrop. Specifically, the complaint concerns an improper invitation to an information meeting and improper treatment by or on behalf of the college. The complaint was submitted to the independent Complaints Committee. The committee has issued an opinion after which the college must make a decision on the complaint. That is done in this advice note.

College Decision: 

1. Declare the complaint well-founded in accordance with the Grievance Committee's opinion with regard to the improper invitation;
2. To declare the complaint unfounded in accordance with the Grievance Committee's opinion with regard to the improper treatment;
3. To notify the complainant in accordance with the draft offered.

Administrative response to preliminary investigation Dommelvallei Office by court of auditors

The Court of Audit conducted a preliminary investigation into the Dommelvallei Service. On June 3, the report was sent to the colleges for an administrative response to the report. After receiving the administrative response, the National Audit Office will present the report to the city council (June 19) so that it can be discussed during the council meeting of July 1, 2024.

The College decides:
1. To take note of the report of the Audit Office on the preliminary investigation of the Dommelvallei Service;
2. Adopt an administrative response which includes:
* recognition of the chronology in the report of 20212-2024;
* that the recommendations of the court of auditors are endorsed and that the Board would like, in consultation with the municipal council, to arrive at a methodology for properly informing the municipal council about progress and quality within the Dommelvallei Service;
* what process is being followed by the DB and AB of the Dommelvallei Service and the municipal councils to improve the quality of the service (Dommelvallei Service 2.0);
*that the Governance is being adjusted to achieve a better administrative and administrative connection.
